RECRUITMENT OF A SPECIALIST IN FOLLOW-UP AND EVALUATION OF EDUCATIONAL POLICIES

The Coordination Unit of the C2D - Education Training Project (UCP C2D-EF) obtained funds under the Debt Reduction and Development Contract (C2D) between France and Ivory Coast and managed, on the French side, by the French Development Agency (AFD) and intends to use part of these funds to make payments under the Contract for the recruitment of a Specialist in Monitoring and Evaluation of Educational Policies within TASK-FORCE

In this capacity, and under the authority of the Coordinator of TASK-FORCE, the Specialist in Monitoring and Evaluation of Education Policies will carry out tasks, in particular to:

• Support the updating of the diagnostic analysis of the sector, the development of diagnoses on sub-sectoral issues, the development of sectoral action plans and the preparation of future sectoral plans;
• Provide support to education policy arbitration training and development of national strategy papers (policy letter, financial simulation model of education, Education Sector Plan, Action Plan, Plan Operational Monitoring and Evaluation);
• Develop and implement appropriate monitoring and evaluation tools, performance monitoring plans, data collection tools, monitoring mechanisms of the Education / Training Sector Plan (PSE) performance indicators for the different sectors. sectoral journals;
• Ensure the planning of data consolidation activities and the monitoring of indicators of the Education / Training Sector Plan (PSE) for the various sectoral journals;
• Ensure the management of the 2016-2025 PES Monitoring Indicator Tracking Database (DFA Monitoring);
• Produce analyzes and summaries on the situation of education in Côte d`Ivoire through specific studies, guidance notes as well as key sectoral documents such as good practice documents and lessons learned;

• Support the development of tools for monitoring the performance of schools and deconcentrated / decentralized structures in the Education / Training sector, particularly performance contracts;
• Perform any other activities related to the successful implementation of the PES and C2D that will be deemed necessary;
• Ensure the capacity building of PES actors and beneficiaries in general and C2D in particular on all issues related to the monitoring and evaluation process;

THE QUALIFICATIONS AND EXPERIENCES REQUIRED ARE THE FOLLOWING:

- At least Bac + 4 in the field of Education / Training, Statistics, Monitoring and Evaluation, Planning or Humanities and Social Sciences;
- At least eight (8) years of experience in the areas of Sectoral Analysis of Education, planning and evaluation of the development, management and management of education systems;
- Good knowledge of the entire Education / Training sector in Côte d`Ivoire;
- Experience working in a Ministry of Education of an African country;
- Excellent command of monitoring and evaluation approaches including the development of performance management systems; M & E software data collection instruments;
- Good knowledge of the methodologies and techniques of analysis, planning and programming of the Education / Training sector;
- Excellent computer skills, including knowledge of MS Office software (Word, Excel, PowerPoint, ...);
- Good knowledge of the main statistical and econometric analysis tools (pivot table, SPSS or STATA ...);
