Tenders are invited forRecruitment of a Service Provider Responsible for the Implementation of the Resettlement Action Plan for Wave 2 (PAR2) of the Kandadji Dam Project.

1. This notice of postponement of this solicitation of event follows the publication of this notice on August 22, 2019 in the newspaper "Le Sahel" No. 9775 of August 22, 2019.

2. Background: The Republic of Niger (hereinafter referred to as "Borrower") has obtained funding from the International Development Association (IDA) to finance the cost of the Water Resources Development and Sustainable Management Project. Phase II Ecosystems, and proposes to use part of the funds to make payments authorized under this contract relating to the "Recruitment of a provider in charge of the implementation
of the Phase Resettlement Action Plan". 2A (PAR-2A) and the implementation (optional) of the Resettlement Action Plan for Phase 2B (PAR-2B) of the Kandadji Dam Project (Niger) ". The mission will take place in the area of ??the Kandadji dam at Tillaberi in Niger.

3. The Contractor / PAR2, will act as Project Manager (MOE). It will oversee all activities planned to implement RAP2, both administratively and technically, and will be directly involved in carrying out some activities targeting Project Affected Populations (PAPs).
i. It will need to ensure that activities carried out as part of the implementation of PAR2 are complementary and coordinated with activities carried out under the other components of the Kandadji program, which are the responsibility of other providers. These components mainly include:
• Resettlement upgrading of displaced populations from the dam strike zone during the first wave of displacement (PAR1);
• Improvement of 2, 000 ha of hydro-agricultural development (AHA) for the compensation of wave 1, downstream of the dam;
• Construction of the dam and ancillary works, including the hydroelectric plant;
• Construction of the diversion of the RN1 Ouest road on the left bank of the river and roads for the opening up of the right bank;
• Development of the Hippopotamus Sanctuary, created by Decree No. 2017-630 / PRN / ME / DD, and the Kandadji National Nature Reserve (RNNK) near the Reservoir (Decree No. 2017-629 / PRN / ME / DD);
• The construction of the Kandadji-Niamey high-voltage power line;
• The Local Development Plan and any other initiative undertaken as part of the "Growth Pole" component;

ii. At the beginning of the firm portion of its mandate, the contractor will oversee the completion of several short-term studies required by the Client to finalize the preparation for the implementation of PAR-2A and PAR-2B:
(1) Provider responsible for developing the development plans; (2) Provider responsible for completing the Agrosylvopastoral Study (ASP Complementary Study); (3) Provider responsible for conducting a detailed participatory analysis of the craft, trades, commerce and fishing sectors (GCAP Study); (4) Provider responsible for the feasibility study for a drinking water supply and sanitation project; (5) Provider responsible for the feasibility study to supply electricity to the resettlement sites and the villages of reception; (6) One or more control offices responsible for supervising the construction activities of resettlement sites and hydro-agricultural developments.
iii. Upon the effective implementation of PAR-2A, the Service Provider / PAR2 will coordinate and supervise the activities of the following providers: control offices responsible for supervising the construction activities of the resettlement sites; operator (NGO or firm) responsible for carrying out all the measures to support the restoration of living standards in the agro-silvo-pastoral sectors; operator (NGO or firm) of the implementation of all the measures

4. The benefit consists of two installments: A firm installment of 6 years and an optional installment of 6 years also. The probable period for commencement of the benefit will be for April 2020.

5. The Kandadji Dam Agency invites eligible consulting firms ("Consultants") to express their interest in providing the services described above. The consultant must have proven experience in implementing resettlement plans for displaced populations through the completion of at least five (5) similar services in the last 10 years, including at least two (2) in Africa.
