The Government of Benin has requested and obtained funding from the French Development Agency ("AFD") for the implementation of the Adaptation of Cities to Climate Change Program (PAVICC), the aim of which is to reduce the vulnerability to climatic hazards and improvement of the living conditions of the populations of four (04) cities in the south of Benin, namely Cotonou, Sèmè-Podji, Comè and Bohicon.
In this context, the Ministry of the Living Environment and Sustainable Development intends to use part of the funding to make payments for consultancy services whose purpose is to control and supervise construction and / or the development of resilient infrastructure (paving of streets with public lighting, rain collectors and gutters, scuppers, classrooms, landscaping, renovation of heritage sites) as part of the priority investments of the PAVICC.
The Ministry of the Living Environment and Sustainable Development (MCVDD) invites Applicants to express their interest in providing the Services set out below:
Assistance to the client in the execution and receipt of services;
Monitoring of the proper execution of the work at the technical, environmental and social levels.
This Call for Expressions of Interest is addressed to Design Offices.
The eligibility criteria for AFD financing are specified in Article 1.3 of the "Directives for the award of contracts financed by AFD in foreign countries", available online on the AFD website: http://www.afd.fr ;
Applicants can only submit one application in their own name or in a Group. If a Candidate (including the member of a Grouping) submits or participates in several candidatures, these will be eliminated. However, the same Subcontractor can participate in several applications.
If the Candidate is formed into a Grouping, the Expression of Interest must include:
a copy of the Grouping agreement concluded by all of its members,
or
a letter of intent to form a Grouping, signed by all its members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Subcontractors.
The references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications.
Interested Applicants must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references to recent and similar services.
The similarity of the references will be analyzed according to:
The scale (in terms of cost, size or physical extent of the work, their complexity, and the methods / technologies) of the markets;
The nature of the Services for the control and supervision of construction work and / or the development of resilient infrastructure;
Domain and technical expertise in control and monitoring of street paving works with public lighting, control and monitoring of construction work of gutters and collectors, construction of classrooms, landscaping, renovation of heritage sites;
From the geographic context: experiences in West Africa and in the language of the Client.
The Client will also examine the relevance of the Expressions of Interest with regard to the following criteria:
Skills and internal availability in terms of technical support provided to experts located in the country;
Correspondents / local partners;

The Ministry of the Living Environment and Sustainable Development (MCVDD) will draw up a shortlist of six (6) Maximum Applicants, preselected on the basis of the applications received, to which it will send the Request for Proposals for the provision of the Services required. To be selected, the consultant will be chosen by the selection method based on quality and cost.
