Expression of Interest are invited for Recruitment of a Permanent Technical Assistance, Responsible for the Accompaniment of Companies.
The project "Support for the Forest Wood Sector" was accepted for financing, in the framework of the Agreement of Conversion of Debts (ACD) signed between France and Gabon on January 29, 2008 aiming at the conservation of the forest ecosystems.
It is the subject of the AFD COA 1171 02 A allocation agreement signed on August 4, 2016. This grant, in the amount of 10, 000, 000 Euros, is intended to finance the Project over a period of five years ( 5) to help restructure the forest-wood sector by taking into account market developments at the national, regional and global levels.
For its implementation, the Project is under the supervision of the Agency for the Execution of Activities of the Forest Forest Sector (AEAFFB) to which the Delegated Contracting Authority has been granted by the Ministry of Water and Forests in charge of Environment and Sustainable Development.
The Project intends to use part of the amount of this to make the payments under the Permanent Technical Assistance, Responsible for the accompaniment of companies.
The purpose of the Consultant's Services will be to provide a resource person to (i) design the business support strategy in accordance with the purpose of the Project, (ii) ensure implementation and monitoring business support activities by managing a dedicated team of experts in this area.
This call for expressions of international interest is addressed to the Cabinets or Resource Persons meeting the following eligibility criteria:
§ Proven experience in support of companies;
§ Proven experience in managing a team of consultants dedicated to supporting companies;
§ Proven experience in the field of forestry and wood;
§ Knowledge of Gabon, the business environment in CEMAC countries and knowledge of the private sector in CEMAC countries would be a plus;
§ Assume several technical assistance missions to development projects;
§ Relevant professional experience of projects funded by international donors and a good understanding of their procedures.
The Forest-Wood Support Project invites consultants to express their interest in providing the Services described above.
Interested consultants must produce information demonstrating that they are qualified and experienced to perform the present services. As such, they will justify that they have recent and similar service references.
If the consultant is a consortium, the expression of interest must include:
- A copy of the grouping agreement concluded by all of its members.
OR
- A letter of intent to form a grouping in the event that its proposal is accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.
The Forest Sector Support Project will draw up a shortlist of up to 6 candidates, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals for the completion of the required Services.
