Recruitment of national consultants to monitor the implementation of Community-Led Total Sanitation (CLTS) activities in the departments of Zou, Alibori and Borgou UNICEF Benin

BACKGROUND
Stunting is a public health problem in Benin, affecting an average of 32% of children under 5 at the national level. In the Department of Alibori, Zou and Borgou this rate is respectively 36%, 35% and 34% (EDS 2017 - 2018). The lack of basic hygiene and sanitation is one of the underlying causes of malnutrition. Indeed, an unhygienic and poorly sanitized environment is a vector of diseases including diarrhea that make the bed of malnutrition.

And yet the Demographic and Health Survey 2017-2018 shows that in Benin 54% of the population continues to defecate in the open air. This rate is 69% in rural areas compared to 34% in urban areas. Nationally only 18.4% of households have a handwashing device (place with water, soap or other cleaning products). With regard to water quality, very few households (86%) use appropriate methods of treating drinking water.



To change the situation, UNICEF Benin under the Benin - UNICEF 2019 - 2023 cooperation program and the 2019 workplan, supports the implementation of an integrated package of basic sanitation and nutrition services at community level. with a view to sustainably improving the nutritional status of the beneficiary populations. Thus, 23 municipalities in the departments of Alibori, Borgou and Zou will be involved in the implementation of this approach through the establishment of partnerships with civil society organizations and municipalities.



In implementing the Community-Led Total Sanitation (CLTS) approach, the recent Sustainability Review of CLTS implementation carried out by UNICEF in late 2018 showed that the retention rate the end of open defecation (ODF) status is 35%. Nearly 41% of latrines built between 2014 and 2018 collapsed or dropped. There are few basic latrines built that have been improved. One of the recommendations of this study was to accentuate, technical support, follow-up of the NGOs for a better implementation of the approach taking into account the durability of the works and the maintenance of ODF status by the communities. Field and outreach visits should be made by UNICEF to overcome bottlenecks and difficulties.



For the implementation of this vast program and these recommendations, the recruitment of ten (10) Hygiene and Sanitation Water Consultants is needed to support UNICEF`s ten health zones of intervention. In their area of ??action, each consultant will support NGOs and municipalities in:
i. local planning, implementation, monitoring and evaluation of field activities;

ii. the management of material and financial inputs and equipment received from Unicef;
iii. coordination of interventions between actors at the community level, health zones, NGOs and communes
iv. supervision of promotional activities Water Sanitation and Hygiene and feeding and young child nutrition (IYCF)
v. NGO and municipal support for achieving sustainable results


TASKS TO ACHIEVE
• Support the communes for a concerted and participative planning of the interventions,
• Strengthen the capacities of the focal points, the facilitators of the town halls and the facilitators of implementation of the NGOs,
• Technically support the NGOs and the communes to ensure a implementation of the Community-Led Total Sanitation (CLTS) approach by following the steps of promoting home water treatment,
• Support the activation and implementation of technical coordination and coordination frameworks. monitoring of the activities in each municipality for which the consultant will be in charge,
• Monitoring the good use of the equipment for the benefit of the focal points and technical framework of the municipalities,
• Support municipalities to geolocate new localities and set up a database in each municipality that the consultant will be responsible for,
• Support municipalities for a justification of the funds in accordance with the rules and procedures of the municipality. UNICEF,
• Support the identification of community leaders to be trained per village to ensure the scaling up of the approach,
• Advocate and support the mobilization of community funds to finance the implementation of the program. approach,
• Participate in the establishment and training of health clubs in schools and health centers,
• Capitalize on good experiences and actions to improve the implementation of approaches,
• Develop briefing notes and regular life stories,
• Conduct field visits to oversee, monitor and evaluate progress in the implementation of community-level partners` work plans.
• Support data collection and development. reporting,
• Conducting opinion polls (from right holders) to monitor and evaluate the quality of the implementation of the activities and services offered,
• Identify, analyze problems / bottlenecks in collaboration with actors and propose corrective measures to accelerate and improve the implementation of the program,
• Participate in meetings and existing coordination frameworks (communal dialogue, monthly review of the health zone, assessment meeting at the community level) to ensure the consideration of the concerns of the joint project in decisions,
• Provide technical and coordination support in the event of an emergency situation.


PERIOD OF CONSULTATION
The consultation will cover the period from August 2019 to February 2020



CANDIDATE PROFILE
- Have a university degree (Bac +2 or higher) in the field of community development, public health, water hygiene and sanitation, community nutrition or related fields
- Have a very good knowledge in the implementation of the approaches of ATPC, hygiene promotion
- Have a perfect mastery of the French language, the Fon or at least a local language popular areas concerned in which the consultant wants to work
- Respect rigorously deadlines
- Have a means of moving
- Have a personal laptop
- Have excellent interpersonal skills, experience working with government partners, private companies, NGOs and good abilities to work in a multicultural environment
- Master the computer tool (Word, Excel, Powerpoint).



SUPERVISION
The Supervisor, the WASH Specialist and the Section Head will hold briefing sessions with the consultants and provide all the documents and information needed to carry out the consultation.



SELECTION CRITERIA
The candidates will be selected after analysis of their CV. They will then be submitted to a multiple choice questionnaire (MCQ) in order to decide between them and to take the best performers.

EVALUATION CRITERIA
Interested candidates will submit a technical offer and a financial offer. The technical offer will include the documents justifying the consultant`s qualification and the prior experiences required. It will also include a proposal for a methodology including an understanding of the terms of reference and an indicative timeline for achieving the mission. The financial offer must be detailed, expressed in CFA francs and valid for 90 days from the date of submission. These two proposals will serve as a basis for the selection of the consultant according to the terms described below.

Technical
evaluation The evaluation criteria for the technical offer are as follows:
- Understanding of the TORs (20 pts)

TOTAL: 100 points

Will be declared technically valid and accepted for the next phase of the evaluation, with technical offers having a score of at least 60 points / 100 on the technical evaluation.

Financial evaluation
Financial offers will be opened for candidates who have obtained at least 70 points / 100 in the technical evaluation. Each financial offer will receive a score of 100. A financial offer of the lowest bid will be awarded a score of 100 points. The respective financial scores of the other bidders will be calculated as follows: 100 * Bid amount of the lowest bid / bidder bid amount evaluated. This will allow each bidder who has passed the technical evaluation to be awarded a financial evaluation score.

Final Evaluation
The final evaluation will combine the two previous evaluations with a weighting of 70% for the technical evaluation and 30% for the financial evaluation. The final grade will be calculated as follows:
Technical note * 70% + Financial score * 30%.
The candidate with the highest final mark will be selected for the assignment. The financial offer will be analyzed and possibly negotiated with the tenderer within the available budget limits.
