I. BACKGROUND AND JUSTIFICATION

The Ministry of National Education and Civic Promotion is committed to developing a multi-year resilience program aimed at improving joint planning and programming, especially in protracted crises in the country. The multiannual modality must make it possible to achieve collective results for education in an emergency situation.
The multiannual program aims to address the quality and financing problems of education that persist in the humanitarian sector, as well as to bridge the gap between short-term humanitarian investments and long-term development investments. The joint program should align with the Interim Education Plan in Chad (PIET 2018-2020), the Education Cluster Strategy, the Humanitarian Response Plan (HRP), the Refugee Response Plan (RRP) and the Global Refugee Response Framework (CRRF).
The consultation will contribute to the achievement of the programmatic priorities N ° 2 of Education and N ° 4 of the Emergency.
Education Can not Wait (ECW) provides start-up funding for the multi-year action plan and works with partners at national and global levels to mobilize the additional resources needed to fund the full program. It is important to emphasize that, although the multiannual program is not an "ECW program" but a multi-year program at the country level, it needs to be aligned with the goals and objectives of ECW as this program is supported and facilitated by ECW's efforts. Start-up funds are set to increase exponentially by catalyzing additional funding.

The disbursement of funds to support the multi-year program is expected to take place within four months of the conclusion of the joint program design process in the country facilitated by ECW. The program can last between three to four years, depending on the context and abilities. The program can be renewed or updated and updated as long as the protracted crisis lasts.

II. GOAL

2.1. Main objective

The main objective is to support the International Consultant in charge of elaboration of the Multi-Year Resilience Program in all its tasks (needs analysis, formulation of strategies, organization of workshops, making appointments made contacts with local authorities and other actors involved, facilitate access to documents and other requested tasks).
2.2. Specific objectives: Specifically, it is to support the International Consultant in charge of the elaboration of the Multiannual Resilience Program in the following tasks:
• Support the international consultant in the development and execution of a work plan for the program development phase, with specific milestones, timelines and support the organization of meetings organized by the work team.
• Support the International Consultant in the contextualization of INEE standards and their inclusion in the strategies, objectives and interventions of the action plan to ensure optimal inputs and results.
• Help identify relevant child protection actions to be included in the program - The multi-year program should also promote a protective environment for children, including by preventing sexual exploitation and abuse. They should rely on robust safeguards and ensure safe and child-friendly reporting systems.
• Ensure that the necessary support is available to develop gender-sensitive interventions by mobilizing actors in the country. This is particularly important in this design phase. One of the key functions of this expertise is to ensure that the analysis generates sufficient quantitative and qualitative data to subsequently enable the design of gender-sensitive programs.
• Support the international consultant in the drafting of the multi-year program and ensure its timely submission, using the model proposed by ECW, on the basis of contributions from the Government, the Education Cluster, the Local Group of Education Partners, the protection group, donors / donors, local and international NGOs and civil society with analytical work and relevant documents / frameworks in the country.
• Support the international consultant in the revision of the program document and respond to all the questions raised based on the comments of the local consultations as well as those of the ECW secretariat and ECW's independent review group and ensure that all revisions are approved by local partners before resubmission.
• Support the International Consultant in developing an overall results framework consistent with the cluster strategy and existing plans (PIET, HRP, etc.).
• Support the overall budgeting exercise of the action plan, as well as ECW's specific budget, and identify which interventions would be supported by ECW start-up funds (in the ECW Annex).
• Support the International Consultant in developing an advocacy and resource mobilization plan (as part of the multi-year program) to ensure that the necessary actions fill the financing gap and that they are supported by all parties (national and international) to fully finance the multiannual program. This will involve conducting consultations with donors, reviewing existing investments, and future education sector funding plans - to quickly identify resource mobilization opportunities and donor appetite for future investments. . III. EXPECTED RESULTS
At the end of this consultation, the results below are expected:

• The program document with an annex that identifies the interventions to be funded by the ECW Seed Funds and the associated results, as well as the related budget developed.

IV. METHODOLOGY

The methodology will follow a participatory and consultative process which will involve first and foremost consultations with the country technical team set up by the MENPC, the thematic groups, the Education Cluster, the civil society organizations, the development partners and working in the field. and the private sector to produce a robust needs analysis and formulate strategies based on identified priorities.
This participatory approach will allow the consultation to propose a program document for its future validation by the partners before its submission to the ECW Board of Directors.
The methodology will also take into account the close collaboration to be established with the Ministry of Women, the MENEC Girls' Education Department and organizations working in the field of gender equity to incorporate sensitive gender analysis of the situation. target group.
