Global and regional perspective:
More than four decades into the HIV epidemic, four in five of the 540, 000 children aged 0-14 living with HIV and half of the 330, 000 pregnant and breastfeeding women living with HIV in West and Central Africa (WCA) are still not receiving life-saving antiretroviral therapy because the majority have not yet been tested for HIV. Access to viral load also remains a major challenge, particularly for pregnant women and children. The UNAIDS 2018 update report acknowledges that reaching the global targets is dependent on progress in the West and Central African region which is home to only 6% of the global population and yet has the second highest HIV burden”. Nevertheless, there is new hope in the response to AIDS in western and central Africa. Following the launch of the WCA Catch-up plan by UNAIDS in 2016, 18 countries have embarked into intensified programming aiming to triple the number of people on ART by December 2018 [1] Pursuant to these commitments, UNICEF and UNAIDS co-convened a high-level meeting at the last ICASA 2017. The meeting prioritized an agenda with 17 actions to catalyse paediatric treatment within catch-up plans.[2] These actions included the adoption and scale up of Family Testing. An expert consultation held in June 2018 brought together experiences from countries with the consolidation of best practices and lessons learnt. This has formed the foundation for guidance and a technical assistance roadmap to support countries to adopt and scale up Family Testing as a critical game changer to address the large gap in testing and treatment for children and adolescents.
Cameroon perspective:

In 2017, 924, 068 pregnant women were expected and 680, 202 (73.6%) pregnant women were received during antenatal care and/or delivery while 678, 646 (99.7%) pregnant women were tested for HIV. In total, 26, 847 (3.95%) pregnant women were tested HIV+ and 23, 023 (85.8%) were put on ART while 15, 682 (58%) HIV+ pregnant women delivered in a health facility. Only 15573 (58%) exposed babies received prophylactic ARV, 15, 105 (56%) babies did the EID test at 6-8 weeks with 753 (5%) and 680 (90%) HIV+ babies were put on ART. 9832 (24.6%) children 0-14 years were put on ART in 2017.
The Catch-Up plan targets for Paediatric HIV in Cameroon
The following targets were expected to be achieved by 2019:
· 182 713 people living with HIV who already know their HIV status are put on ART
· 151 238 new persons are tested and put on ART
· The ART coverage increases from 19% to 30%
· The ART coverage for the PMTCT increases from 84% to 95%.
How can you make a difference?
The purpose of this consultancy is to build the capacity at national and subnational levels for an effective roll out of the Family HIV Testing as part of the national approach to fast-track Pediatric HIV testing and treatment by 2020.
· Mobilize and engage stakeholders and communities including Networks of People Living with HIV (NPLHIV) and Civil Society, to ensure optimal buy in and participation in Family Testing.
· Convene a national consultation to develop an implementation plan and toolkit for Family Testing roll out by adapting the regional guidance to the national context.
· Build capacity at regional level and activate Family Testing in regions identified with high unmet need for Pediatric testing and treatment. The consultant will:
Support the MOH to schedule and conduct meetings with key leaders and stakeholders including Networks of People living with HIV, Civil Society, Religious Leaders, Media and Line Ministries to introduce Family Testing and obtain buy in. During these meetings, input will be obtained for the development of a concept note for a national consultation on family testing.
Support the MOH to convene a national consultation for the development of an implementation plan and tool kit for rolling out family testing through adaptation of the Regional Guidance to national context. This toolkit will include community engagement, communication and advocacy, service delivery and monitoring components.
Support the MOH to build capacity at regional level in high unmet need regions as well as plan for the activation and launch of Family testing.
Support the MOH to conduct mentorship and monitoring during the start-up phase to identify and address any challenges or bottlenecks as well as collect data on uptake of testing and linkage to treatment.

To qualify as an advocate for every child you will have…
· Advanced degree in public health or epidemiology (professional background in medicine is an advantage)
· Strong background experience with Paediatric HIV and PMTCT programming in Cameroon.
· Basic understanding of the West and Central Africa context and programming landscape.
· Proficient in spoken and written French and English.
