2. The objectives of the consultation

Main objective :

The national consultant will support the National Child Protection Coordination under the leadership of the Ministry of Women, Early Childhood Protection and National Solidarity for the development of the national child protection policy in Chad.

More specifically, the consultation will aim to:

• Support the process of elaboration of Chad`s national child protection policy, ranging from a desk review to the drafting of the final version of the document;
• Submit the draft of the policy document for validation and produce an advocacy document to enable the Ministry to present it to the Council of Ministers for its formal adoption by the Government.

3. Responsibilities of the consultant:

Under the supervision of the head of the child protection section, the consultant will have the following responsibilities:

• Propose a scoping note accompanied by a chronogram of the process of elaboration of the national child protection policy;
• Propose to the validation of the coordination mechanism of the child protection system a drafting plan for the policy;
• Conduct a literature review on the child protection system in Chad;
• Consult resource persons from different ministries involved in the child protection system with members of the national coordination mechanism of the system;
• Ensure the technical organization of the technical validation workshop of the Draft National Child Protection Policy;
• Integrate the observations from the technical validation workshop into the national child protection policy document;
• Develop an advocacy document for the official adoption of the policy by the Government;
• Submit the finalized document of the national child protection policy and the advocacy document to the Ministry of Women for the Protection of Childhood and National Solidarity for submission to the adoption of the Council of Ministers.

4. Expected results:

• A national child protection policy document is available and ready for adoption by the Government;
• An advocacy note taking into account the synthesis of the policy document is available to facilitate the Ministry presentation to the Council of Ministers.



Methodology.

The recruited consultant will be considered as a Senior Expert who will be assisted by 2 junior experts to carry out this exercise. The role of the Senior Expert will be to draft the national child protection policy document based on the evidence collected by the 2 expert assistants, one of whom ( e) will undertake the documentary review and the analysis of the legal texts and, the other, the state of the art and the collection of the data.
