I. BACKGROUND AND JUSTIFICATION

Chad has a National Contingency Contingency Plan (PNCM) which was validated in September 2017. In addition to identifying the main risks (floods, epidemics, population movements and food and nutritional insecurity) to which In response to the country's development of scenarios and plans for responding to these risks, the plan has sought to clarify the key aspects of emergency management. These focused on the roles and responsibilities of the institutions, within their respective official mandates, as well as on the contribution of UN Agencies, NGOs and other partners. Mechanisms and procedures for management and coordination have been proposed at the national level. However, It seemed important to extend them to the provincial level to ensure better coordination and crisis management and to strengthen the link with the central level. Thus, in 2018, two (2) pilot provinces namely the provinces of Logone Occidental and Salamat have multi-hazard contingency plans with simulation exercises.
Like other provinces of Chad, the provinces of Logone Oriental and Lac, located to the southwest and west respectively, are not spared by certain hazards including epidemics (cholera in particular), floods due to heavy rains in the rainy season and population movements related to influxes of refugees and returnees from Nigeria, CAR and Niger as well as internal displacement movements in the Lac region.
In addition, it is important to underline that the Lake Provincial Action Committee (CPA) is developing its Stabilization and Development Plan and benefiting from the technical and operational support of the United Nations system. It is advisable to promote the link between humanitarian and development in this dynamic and the development of the contingency plan for the region is part of this objective.
Following on from the efforts that led to the development of Contingency Plans for the Salamat and Logone regions of the West, contingency plans will be drawn up for the Eastern Logone and Lake regions. They will identify the major risks inherent to these two regions, develop scenarios and plans for responding to the identified risks and define the roles and responsibilities of the various State structures, Governors, CPAs and CDAs., CLA and Mairie for better management of crisis situations. These plans will also clarify the articulation between the central and provincial level in crisis management.
The present Consultation is defined within this framework and the expected results are included in UNICEF's Multi-Year Plan 2018-2019 and the United Nations Development Assistance Framework (UNDAF).

II. Objectives of the consultancy mission
II.1. General Objective
The main objective is to accompany the Eastern Logone and Lake Provincial Action Committees in the development of their provincial multi-hazard contingency plan in order to strengthen their crisis management capabilities.
II.2. Specific objectives
More specifically, the consultation aims to:
• Make a mapping of the recurring risks in the 2 provinces and those whose occurrence is estimated likely to occur according to an appropriate methodology based on the existing tools;
• Establish a risk prioritization by categorizing and characterizing them according to their origin and then carrying out a risk assessment according to the threat, seasonality, periodicity, probability of occurrence, severity (morbidity and mortality), and the scale of the risk. event in order to define the most likely scenarios;
• Identify, in collaboration with local actors, the locally adapted plan alert and activation thresholds according to the extent of risks in evidence and regional capacities;
• Adapt scenarios, planning assumptions, objectives and activities and monitoring indicators of the provincial contingency plan at the territorial level and the development of specific standard operating procedures;

II.3. Expected Results
At the end of this consultation, the following results are expected:
• Two (2) budgeted provincial multi-risk contingency plan documents. The following components are included in these plans:
o Risk identification and analysis
o Appropriate alert thresholds, scenarios, planning assumptions, objectives, activities and monitoring indicators at the territorial level;
o Mapping the capacities of actors (State services, all UN agencies, the civil society organization and the private sector);
o A monitoring and risk management mechanism (risk monitoring, information dissemination and management mechanisms);
o A pre-positioning plan for all the inputs needed to cope with a disaster (kits, equipment, food, medicines, vaccines);
o Standard Operating Procedures defining who does what, in what time frame and with what means for the regional and decentralized level (departments, sub-prefectures, cantons and villages);

At the end of the consultation, a document on the Provincial Contingency Plan will be sent to the governors of the provinces concerned and its partners. Copies of the final version of the document, incorporating comments received during the workshop, will be submitted to the Provincial Governors for editing and publication in all provinces.

Profile of the consultant
The National Consultant must have the following profile:
- Hold a Bac + 4 university degree awarded by a university recognized by UNESCO in one of the following disciplines: disaster economics, social sciences / geography, sociology strategic planning, risk preparedness and management, land use planning or any other related area;
- Have at least five (5) years work experience in the field of contingency planning and be able to review and analyze documents;
- Have actively participated in at least two (2) exercises in developing a government contingency plan;
- Have a good knowledge of organization and conduct for the development of contingency plan;
- Be able to meet deadlines and be able to work in a multicultural environment and under pressure;
- To master French and to have a good level of English; knowledge of the Arabic language and other local languages ??would be an asset.
