TERMS OF REFERENCE

CONTEXT Benin has engaged in a process of revitalization of the routine Expanded Program on Immunization to improve national child completely and correctly vaccinated before coverage was r first anniversary stagnating around 37% according to the latest External Review the Expanded Program on Immunization (EPI) carried out in 2014. This process includes strengthening the vaccine supply and improving the demand for the service. As part of its mission, the National Agency for Immunization and Primary Health Care (PHC-ANV) is working to ensure the availability of quality vaccines and Best Quality beenr cost to the final beneficiaries with the help of its technical and financial partners. The Improvement Plan developed after the last Effective Vaccine Management (EVM) survey conducted in 2012 in Benin highlighted the need for capacity building and improved processes for managing vaccine logistics. . In this context, the Agency of Preventive Medicine has developed in the framework of the project "LOGIVAC", a training course in health logistics with a focus on vaccine logistics. Under the leadership of the Ministry of Health and with the support of the "LOGIVAC" project, a logistical analysis was conducted; Logistic circuit scenarios were modeled and studied using the "HERMES" software during national workshops in June and September 2012. A model called "Optimized Logistics System" was selected at the end of the analysis. The demonstration site of the project based in the health zone of Comé was the opportunity to test in real-life the model of optimization of the vaccine logistics at the level of the health zone. An external programmatic evaluation of the pilot project was carried out in 2014 with the support of Unicef. A three-year deployment plan was presented and approved by the Inter-Agency Coordinating Committee (ICC) in February 2015. Eight health zones, including four supported by Unicef ??namely Malanville-Karimama (MK), Banikoara (BNK), Kandi-Gogounou-Ségbana (KGS) in Alibori and Djidja-Abomey-Agbangnizoun (DAA) in Zou were chosen to implement the optimized logistics system in 2015-2016. Then in 2017, seven (07) new health zones were enlisted, three of which (03) with the support of Unicef. The Agency of Preventive Medicine conducted in 2017 the situation analysis in the 03 new health zones namely Zogbodomey-Bohicon-Zakpota (ZoBoZa), Covè-Zagnanando-Ouinhi (CoZO) and Kouandé-Kèrou-Pehunco (2KP).
