Expression of Interest are invited for Recruitment of International Technical Assistance in Social Performance Management, Protection of Customers and Governance in Microfinance Establishments on Behalf of the Program Supporting the National Strategy of Inclusive Finance.

I- CONTEXT
The Government of Cameroon has received funding from the AFD (French Development Agency) of around CFAF 4 billion to finance the operationalization of the SNFI under the Program for the Valorization and Transformation of Agricultural and Agri-Food Products (TRANSFAGRI) ) of the 3rd C2D. This Program aims to boost the agricultural and agri-food sectors through the development and sustainability of an ecosystem of services for the benefit of local economic actors (SMEs and GIC / Cooperatives) "through the following four components:
- Component 1: Non-financial business services - in continuity with the Support Program for Small and Medium-sized Agricultural and Agribusiness Enterprises (SMEAA);
- Component 2: Business Financial Services: contribution to the operationalization of the SNFI to improve the access of agribusinesses to financial services.
- Component 3: Development of a sustainable vocational training system adapted to the needs of companies.
- Component 4: Support for coordination, monitoring and evaluation and the optimization of support to enterprises.

Each component should contribute to the achievement of the overall objectives of the Transfagri Program and has its own project management and technical and financial autonomy. The articulation between the components is clearly defined in the assignment agreement and should make it possible to increase the improvement process around the agricultural sectors.
Component 2 of the TRANSFAGRI Program: Financial Services for Enterprises, aims to develop financial services and products for small and medium-sized agricultural and agribusiness enterprises (SMEAA). Its implementation takes place through a project to support the operationalization of the SNFI which is divided into three sub-components, namely:
- Sub component 1: Support to financial intermediaries for the development of innovative financial products and services adapted to the needs of rural agro
- food MSMEs - Sub component 2: Support for the improvement of social performance, promotion of financial education and strengthening of Securing / centralizing the financial information of the sector
- Sub component 3: Support for the coordination, implementation and monitoring / evaluation of the project and the SNFI Support Program.

This project, with a duration of four years, will be carried out under the supervision of the Ministry of Finance and the project management of the Implementation Unit of the Support Program for the National Strategy for Finance. Inclusive.
II- PURPOSE OF THE NOTICE TO EXPRESSION OF INTEREST
This Notice of Call for Expressions of International Interest relates to the prequalification of firms / consulting firms wishing to participate in the restricted international tender, on the establishment of technical assistance to the SNFI Support Program Implementation Unit, to technically support it in the implementation of activities aimed at improving the management of social performance, client protection and governance in microfinance institutions in Cameroon.
III- PARTICIPATION
Participation in this call for expressions of interest is open to any firm with proven expertise in the implementation of financial inclusion projects and in the evaluation and management of social performance, protection of clients and governance in microfinance institutions.
For this purpose, Firms and / or Design Offices interested in this Notice of Call for Expressions of Interest must provide all information indicating their qualifications and references in similar services, as well as the appropriate documents attesting their experience in this field. field. Groupings of offices or offices are not allowed.
IV- FINANCING
The services, subject of this opinion, will be financed from C2D 3rd generation funds, in the framework of the assignment agreement N ° CCM 1443 signed on June 28, 2018 between the French Development Agency and the Republic of Cameroon.
V- CONSISTENCY OF THE BENEFITS
1. General objective of the mission: The purpose of this opinion is to recruit an international technical assistance charged within the PASNFI Implementation Unit to contribute to the implementation of the activities of sub-component 2A of the Transfagri project - component 2 on "improving the social performance, customer protection and governance of MFIs in Cameroon".
The firm / consulting firm retained at the end of the restricted invitation to tender will be responsible for:
Ø Conduct the global diagnosis of the microfinance sector in Cameroon in terms of governance, social performance and customer protection;
Ø Develop a roadmap, at the national level, for the implementation of measures related to the improvement of governance, social performance and the protection of EMF clients;
Ø Strengthen the capacity of the managers of the supervisory and supervisory institutions of the MFIs (MINFI, CNC, ANEMCAM) to assess the management of social performance, the protection of the clientele and the governance of the MFIs;
Ø Build the capacity of selected local experts to coach EMFs in the management of social performance and client protection and governance;
Ø Build the capacity of elected representatives and employees of the EMFs in terms of social performance management and customer protection and governance;
Ø Develop a manual of procedures specific to the implementation of EMF coaching activities;
Ø Develop a standard service contract that can link local experts and the Program in EMF coaching activities.
Ø Co-ordinate local experts in the EMF support mission for the realization of self-diagnosis and the elaboration of corrective action plans relating to the management of social performance, customer protection and governance.

Technical assistance will also aim to transfer know-how to local resources. Thus, the technical assistance selected will have to work in pairs with these local resources (Local Experts and Program Managers, MINFI, CNC, ANEMCAM).
To this end, the recruited office / cabinet must mobilize at least one (1) technical assistant for the duration of the work corresponding to 180 man days with a proven qualification in social performance management, client protection and governance of the institutions. microfinance.

VI- ELIGIBILITY
The PA-SNFI Implementation Unit, Project Manager, invites the consulting firms to express their interest in providing the services described above.
This call for expressions of interest is addressed to Firms / Offices of Studies specialized in the financial inclusion and the evaluation of microfinance institutions in social performance, customer protection and governance as well as in training and coaching.
The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the AFD website www. .afd.fr.
The subsequent invitation to tender will be organized following the adoption of the shortlist and will lead to the selection of the firm / design office responsible for performing the above-mentioned services.
Candidates may only submit one application in their own name. Groupings and subcontracting are not allowed under this contract.

VII- COMPOSITION OF RECORDS
This call for expressions of interest includes a section 1 describing the administrative documents to be provided and section 2 indicating the references required of the consultant.
Section 1: Administrative Pieces
The interested consultants must join to their file a declaration of expression of interest showing the company name, the address of the registered office, the certificate of non-bankruptcy established by the competent authority of the consultant`s home and the powers delegated to the signatories.
Section 2: Consultant References
The consultant will present the design office (experience in the targeted areas, namely: evaluation, training and coaching in social performance, client protection and governance of microfinance institutions and in sub-Saharan African countries, especially in Cameroon), indicate the services rendered during the last five years alone or as partners of a group, which best illustrate its qualifications. The consultant must justify that the office has recent and similar service references and that it has qualified auditors in audit and management of the social performance and the protection of the clientele of microfinance institutions.
The similar character of the references will be analyzed according to:
- the size of the contracts executed;
- the nature of the Services performed (evaluation, training and coaching of microfinance institutions in social performance, client protection and governance, development of implementation manuals, etc.);
- experience in evaluation, training and coaching in social performance, client protection and governance);
- the geographical context (missions carried out in sub-Saharan African countries and in particular in Cameroon).

For each service performed by contract, it must indicate: the mission designation, the country and place, the specialized personnel provided by the design office (profiles), the name and address of the client or the client, the number of employees who participated in the mission, the duration (start date and end date), the approximate financial value of the contract (in FCFA), the names of any associated consultants, the names of team leaders (director or project coordinator, team leader), the project description, the description of the actual services rendered by the consultant`s staff and the main results of the assignment.
