I. BACKGROUND AND JUSTIFICATION

Continuing instability in the subregion (Darfur / Sudan, Libya, Nigeria, Central Africa) led the Government of Chad to open its borders and gates from 2003 to hundreds of thousands of refugees, displaced and returned to the country. East, West and South of the country. The latter, the majority of whom are children, young people and women, have found refuge in the regions of Ennedi East, Wadi Fira, Sila, Salamat, Lake, Ouaddai, Logone Occidental, Logone Oriental, Mandoul and Moyen-Chari.

These massive arrivals of the population are not without consequences and raise questions of social order including that of education. Chad is obliged to share its resources with other peoples, in accordance with the cardinal principle adopted by the Government, which states that "education has no borders".

In addition, Chad is a vulnerable country in the face of natural disasters, food insecurity and health emergencies related to, among other things, drought, land degradation and flooding. Thus, the Interim Education Plan in Chad (PIET) providing strategic orientations for the education sector from 2018 to 2020 defines as main challenges the risks and conflicts reducing access to education for children and the low financing of education aggravating disparities of all kinds.

One of the challenges of the country's education system is to make education in all levels of education more equitable, ensuring that disparities are reduced, in line with the prospect of achieving the 2030 Agenda for Education. achievement of the Sustainable Development Goals (SDGs4), including the education and training objective of "Ensuring universal access to quality education on an equal footing, and promoting inclusive learning opportunities". throughout life ".

However, the constant demographic pressure exerted by the influx of refugees, returnees and displaced persons, conflicts and natural disasters are constantly changing the forecasts and targets for quality education for all, thus affecting performance, efficiency and effectiveness. yield of it.

With this in mind, the Education Can not Wait Project (ECW) decided to support the Government of Chad by intervening for two years to contribute to improving access to and quality of education. in the areas concerned.

In particular, the ECW project will support the MENPC to develop a contingency plan for the education sector in a participatory and inclusive manner. Indeed, the development of an education contingency plan linked to the transition plan is one of the main expected results for developing and strengthening prevention and resilience mechanisms in the face of the risks of conflict and / or conflict. natural disasters. Therefore, the contingency plan that will be developed as part of this consultation will be inserted in the education sector plan in force (Interim Plan of Education in Chad or PIET) in order to guarantee its financing in a context of high levels of education. risks of crises and disasters where resources for financing education in emergencies are limited.

This contingency plan, which is a tool for clarification and predictability, should highlight the main activities needed to enable the country to prepare and respond effectively to the risks of conflicts and / or natural disasters that could occur and affect the population. vulnerable groups of refugees, returnees, internally displaced persons and host communities; in the long run, it will lead the country to put in place measures to take better account of these phenomena in its development policy.

In this way, it is estimated that by 2019 the MENPC will be prepared to deal with crises or disasters during the implementation of the education sector plan.

To this end, an International Consultant will be committed to accompany the MENPC in consolidating existing plans, and formulating an overall vision in the Contingency Plan document. Education sector.

The present terms of reference are intended to provide a comprehensive basis for the consultant's work by defining the objectives and expected results, but also to specify the principles and methods of work.

Main objective

The main objective is to formulate a national contingency plan for education that aims to contribute to better preparedness of the country, to cope with possible emergencies in a coordinated and integrated framework that promotes rapid response under the leadership of the national party and on the basis of all existing tools at the country level.

1. Specific objectives : Specifically, these are:

· Make proposals on the threshold of alert and activation of the plan according to the scale of the risks in evidence according to the international standards and adapt locally the threshold by putting in place the mechanisms of reinforcement of the resilience and mitigation of the communities affected;

· Propose a budgeted contingency plan for the country that can enable the authorities to activate this plan in the event of a disaster of a certain magnitude, and according to the established thresholds;

· Make a mapping of recurring risks and those whose occurrence is deemed likely according to an appropriate methodology based on existing tools;

· Establish a risk prioritization by categorizing and characterizing them according to their origin and then performing a risk assessment according to the threat, seasonality, periodicity, probability of occurrence, severity (morbidity and mortality), and the scale of the risk. event in order to define the most likely scenarios;

· Translate input costs and other implementation activities into a budget for an adequate response to the emergency;

· Identify resource needs and map the capacities of actors (state services, all UN agencies, civil society organizations and the private sector) in the country with clearly defined roles and responsibilities in the event of an emergency operation to provide coordinated and consistent support through the National Contingency Plan;

· Propose a risk monitoring mechanism at all deconcentrated levels of the State;

· Propose a Disaster Coordination / Management system with a well-defined institutional and legal anchor responsible for the implementation of the plan;

· Work closely with the various actors involved, including the focal points of the Ministry of Education and other ministries in charge of risk management for a possible transfer of capacities;

· If deemed necessary during the analysis, propose a pre-positioning plan or quick purchases on the basis of analysis of the situation of all the necessary inputs for the safety stock for the school (kits, miscellaneous equipment, food, medicine, vaccine, etc.) to cope with a possible crisis.

III. EXPECTED RESULTS

At the end of this consultation, the results below are expected:

A National Contingency Plan for the Budgeted Education Sector is available. The following components are included in this plan:

· Availability and resource requirements

· Mapping the capacities of the actors (State Services, all UN Agencies, the organization of the Society and the Private Sector);

· A system regrouping all risk monitoring mechanisms;

· A Disaster Coordination / Management system is known with an institutional and legal anchor;

· Standard Operating Procedures defining who does what, in what time frame and with what means; for the central and decentralized level;

· A validated report of the National Contingency Plan is available;

· If necessary, a pre-positioning plan for all the inputs needed to cope with a disaster (kits, equipment, food, medicines, vaccines).

· Train the actors on the articulations and the mechanisms of activation of the contingency plan





IV. METHODOLOGY



· Development process



The methodology will follow a participatory and consultative process that will primarily involve consultations with the steering committee, the various MENPC directorates and other ministries, the Education Cluster, civil society organizations, academics, development and humanitarian partners, and the Ministry of Education. private sector to better collect objective information on the historical crisis history, sectoral alert thresholds, roles and responsibilities and response actions already planned within sectors. Through this consultation, this participatory approach will make it possible to propose a holistic document roll for its next validation at a workshop that will bring together the main actors involved.



The methodology will also take into account the close collaboration to be established with the focal points of the lead state institutions in the area of ??the National Contingency Plan. To do this, a technical workshop will be organized to mark the starting point of the activities and to allow a collective reflection and a common consensus on the issues and the approaches. This workshop will be followed by a mini-workshop training to familiarize stakeholders with key concepts related to the development of a contingency plan. Towards the end of this consultation, a validation workshop will be organized to present the contingency plan and validate its content by the Ministry of National Education and Civic Promotion and key partners.
