1. - CONTEXT AND JUSTIFICATION



The Government of the Union of the Comoros, through the Ministry of National Education, Teaching and Scientific Research (MENERS) in collaboration with the Ministry in charge of vocational training, began a process since March 2016 participatory sectoral planning that has provided the education and training sector with an education sector transition plan (PTSE) covering the 2017/18-2019 / 2020 school years.



The PTSE follows the Interim Education Plan (IEP) for the period 2013 / 14-2016 / 17 and, like the EIP, benefits from a support from the Global Partnership for Education and technical and financial partners in the sector. It was developed on the basis of a succinct diagnosis of the sector, carried out by a national technical team, composed of senior executives from ministries in charge of education and training and partner ministries, supported by the International Institute. Education Planning / UNESCO and Pôle de Dakar. This inventory focused mainly on the analysis of the difficulties observed in the implementation of the IEP, mainly due to the complexity of the institutional and political context of the country. On the one hand, it highlighted the performance and challenges of the education system in terms of educational coverage, internal efficiency and quality during the implementation of the EIP and, on the other hand, highlighted the needs related to ongoing reforms,



On the basis of the gaps and needs identified in the sectoral diagnosis, as well as the strategic axes defined in the Transition Plan of the Education Sector, the Global Partnership for Education's support program articulates its interventions around three components, including: i. Access and equity; ii. Quality and relevance iii. Governance and steeringeducation.

One of the interventions proposed by the program is the strengthening of the capacity of the teaching staff through a pilot initiative involving 50 primary schools on the three islands (Grande Comores, Anjouan and Mohéli) with a view to applying a normative package relating to the three components whose Lessons learned will feed into the national scaling up of the program.



This project of the Ministry of Education of the Comoros provides, in its development, the capacity building of school councils, pedagogical supervisors and teachers of these 50 schools who will be equipped and energized so that they can play their full role. role in improving the performance of the sub-sector in terms of both access and quality, and driving the development of school projects.



In order to support the Ministry of National Education in this action, UNICEF is launching a call for applications for the recruitment of an international consultant to provide training for educational councils. school, pedagogical supervisors and teachers from the three islands of Grande Comoros, Anjouan and Mohéli on the technical, financial, accounting and good management procedures of schools and school projects.



2. - OBJECTIVE OF THE CONSULTATION



Under the direct supervision of the GPE Program Manager, the general supervision of the UNICEF Education Program Manager and in close collaboration with the General Inspectorate of National Education (IGEN) and the General Secretariat of the Ministry of Education National, the mission of international technical assistance aims to strengthen the capacities of the governance and steering structures of primary education.

3 - EXPECTED RESULTS

The consultant will work with IGEN, SG / MEN and UNICEF to:

§ Develop the manual of technical, financial and accounting procedures for school projects and related training modules on the basis of existing tools in the sector;

§ Develop a methodological manual for each level of responsibility involved in school projects: School Director, School Council (CE), Regional Educational Inspection Circumscriptions (CIPR), the Regional Directorates of Education (defining the impact and outcome indicators, process indicators and how to calculate them and what are the basic data needed for the calculations, and how to interpret the results and write an evaluation report);

§ Ensure the training of the various actors of the school projects in local workshops in the three (3) islands;

§ Produce an annual evaluation report on school projects the 2 nd and 3 rdyear of the project;

§ Develop during the past year a good practice guide of school projects for the Regional Directorates of Education with a view to scaling up.

4- AGENDA PROPOSES THE MISSION



The consultant will propose its methodology to carry out the planned activities in the form of beaded missions spread over the two years of contract to support the project 50 schools ( 10 months in beaded missions or 5 months spread over the first year and 5 months on the 2nd year) .



5- TERMS OF WORK AND PAYMENT

The Consultant must be available to begin upon acceptance of his offer and signature of the contract. He (She) will work from the date of signing the contract, in close collaboration with the Directorate of Planning, IGEN, SG / MEN with the support of UNICEF. It is these entities that will validate the deliverables.

The consultant will be paid at the end of each of the ten missions over the two years after receipt and validation of the deliverables.

Qualifications and skills required



Education

§ Hold at least a Master's degree in Education Sciences, or a related field or hold an equivalent degree.



languages

§ Mastery of French oral and written.

§ Notions in Comorian or Arabic would be an asset.



Experience

§ A good experience of more than 10 years in the implementation of education projects, including components of multisectoral action on education and community participation.

§ Work experience of at least 2 years in support of education systems in sub-Saharan Africa.

§ Knowledge / experience of the Comorian context and more specifically the situation in the field of primary education.
