The Djiboutian government has received from the African Development Bank Group an ADF loan of 7.5 million units of account to cover the cost of the support project for the construction of socio-economic infrastructure and the promotion of activities in the regions, and intends to use part of the sums granted under this loan to finance the contract for the recruitment of an International consultant for the mission of training administrative staff in project design, monitoring and evaluation .
Building the capacity of state actors (EA) in the process of consultation and public decisions on poverty reduction policies and strategies is a priority for the Government of Djibouti. It is part of the country`s long-term development strategy (Vision Djibouti 2035) as well as its first

five-year version, which is entitled

“ Accelerated Growth and Employment Promotion Strategy” (SCAPE 2014-2019).

The Djiboutian Social Development Agency (ADDS), a public administrative institution, is

part of the institutional and technical architecture that the Government has put in place to fight

poverty. As such, it implements by delegation of contracting authority of the State and the

communities of the programs and projects registering in this fight on national and international

financing (in particular of the World Bank, French Development Agency, Bank Islamic

Development Bank, African Development Bank)

These projects put in place operational responses in the form of socio-economic infrastructure

(roads, water supply, public lighting, market equipment) but also provide for capacity building

for actors including the departments of different ministries.

The Support Project for the Creation of Socioeconomic Infrastructures and the Promotion of

Economic Activities (PARISER) funded by the African Bank Group and being implemented

by ADDS, has provided support in the form of training for executives from certain departments

on the instrument

" Project" whose objective is to enable them to master:

- the technical and financial design process, the institutional set-up as well as the operational

planning of a project,

- methods for monitoring implementation and evaluating results and impacts.

ADDS therefore uses the services of a national consultant to provide this training.

The Djiboutian Social Development Agency invites consultants to apply for the services

described above. Interested individual consultants must produce information on their capacity

and experience demonstrating that they are qualified for the services (documentation, reference

of similar services, experience in comparable missions, availability).

The eligibility criteria, the establishment of the shortlist and the selection procedure will be in

accordance with " the procurement policy for operations financed by the Bank in October

2015", which are available on the website of the Bank at: http://www.afdb.org . The interest

shown by a consultant does not imply any obligation on the part of the Borrower to retain him

on the shortlist.
