Tenders are invited for Recruitment of an International Consultant for the Methodological Reinforcement of the Early Warning System in Mauritania.

The Commissariat for Food Security (CSA) is keen to recruit a very senior consultant with sufficient experience to carry out this mission to propose solutions for the methodological strengthening of the Early Warning System relating to the food insecurity in Mauritania and deployed by the Observatory of Food Security (OSA). 1. Context

The Commissariat for Food Security (CSA) is the public establishment in Mauritania responsible for the prevention and management of food crises. Within the CSA, the Food Security Observatory (OSA) was created in 2000 following the restructuring financed by the European Commission.

The OSA is also the focal point of the Harmonized Framework, a mechanism put in place by the CILLS in the different countries of the Sahel, for a harmonization of food security assessments of the region and a national consensus on the situation of the countries taking into account the data and advice from all stakeholders.

The objective of this consultancy is to propose solutions for the methodological strengthening of the Early Warning System related to food insecurity in Mauritania and deployed by the Observatory of Food Security (OSA).

In connection with this main objective, three sub-objectives have been defined:

1. Improve the method of calculation of households with food and nutrition insecurity.

The current method takes into account the Food Consumption Score (SCA) as the only indicator used to determine the number of households affected. The consultant will have to question the relevance of using other available indicators) and, if need be, propose an improved method (combination of indicators) that allows to approximate the real situation of the households. It will also be able to rely on the CARI method developed by WFP and verify the relevance of adapting it to the Mauritanian context.

2. Disaggregate data at a lower administrative level.

For reasons of cost and efficiency, Food Security Monitoring Surveys (FSMS) are based on a sample of households that allows regional disaggregation (willaya). In order to guide the interventions of the actors towards the priority zones, the consultant will have to propose a methodology which makes it possible to disaggregate the estimates of the rates of food insecurity at a lower administrative level (Moughataa or commune if relevant). 3. Project food insecurity data over time

The data currently collected represents a snapshot of the food and nutrition situation at the time of data collection. However, the performance of the SAP is certainly based on its ability to describe the current food situation, but also and above all to be able to predict future food emergencies. In this sense, the Mauritanian experience shows a systematic deterioration of food security during the same agricultural cycle. The consultant will therefore have to propose a reinforcement of the methodology that makes it possible to establish food insecurity forecasts during the lean season (June-July of year N) at the moughataa / communal level, based on estimates in the post-harvest period.
