How can you make a difference?

Objectives
The overall objective is to support the MENPC in the development of national standards and standards in order to create a healthy and acceptable learning environment for all students and educational staff. This would improve learning conditions, help to keep students, especially girls, from reducing diarrheal disease rates and infections. Also, this will harmonize the activities of various actors and serve as a basis for monitoring and evaluation of interventions.

The specific objectives are to:
1. Develop national standards and standards that include the management of menstrual hygiene at school and that allow the implementation of the step-by-step approach (orange, yellow and yellow flag system). green) ;
2. Strengthen the skills of the actors for the use of these standards and standards including the management of menstrual hygiene;
3. Contribute to setting up a pool of standards and standards trainers within the MENPC (DAPRO, DANSS and DPEF).

Conduct of the consultation
The establishment of standards and standards for all technical aspects of WASH in schools - infrastructure, operation and maintenance, hygiene education, GHM, health clubs - is a central priority for the implementation of WASH. implementation of the Strategy. The participatory process for defining norms and standards is important because it allows the different actors to discuss and understand different points of view. The standards and standards that will be established conform to international standards / standards.
These standards and standards must take into account children with special needs (reduced mobility, visually impaired). In addition, they will ensure that girls and teachers have the opportunity to manage their school rules, including the sound elimination of worn out fittings (dimensions, latrine drawings and incinerators, if relevant to facilitate MHM, access to water inside).
The document will address the design, construction and also the operation of the infrastructures. These standards will take into account: a) designs and drawings; (b) instructions for constructions; (c) the options for the different conditions (emergency situation included); (d) the materials available in the country and associated costs including operation, easy maintenance and repairs; and (e) drinking water treatment technologies at the point of consumption and (f) quality monitoring. The prototypes that will be proposed must consider the increased effects of climate change in Chad (floods, drought, heavy rains, strong winds, sandstorm).
In strategic direction 4 of the National Strategy document, guidance and examples of standards and standards are proposed. These guidelines that will be given must be consistent with the step-by-step approach to service levels (three flags).
The consultant will be under contract with UNICEF and under the administrative supervision of WASH Specialist of the WASH section of UNICEF Chad.
The consultant will work closely with the Ministry of National Education and Civic Promotion, the Ministry of Public Health and the Ministry of Water, Environment and Fisheries and Sections Education, Protection, the Construction Unit of UNICEF. The MENPC remains the sponsor of this consultation, through the DAPRO, the results of which will be presented to the National Alliance for Healthy Schools for its validation.
DAPRO will coordinate internally with the MENPC and will involve key branches such as DANSS, DPEF, DEP or any other resource management that needs to be involved. DAPRO will put a resource to the contribution of the international consultant to ensure that the local context is taken into account but especially for the transfer of skills related to the process of drawing up national norms and standards. This resource will be not only the focal point, will coordinate with the thematic group standards and standards, the focal point WASH in schools within the DANSS. He / she will review and comment on all deliverables that will be produced as part of the consultation. He will accompany the consultant throughout the development process until the final validation of the document and training modules.
UNICEF will facilitate contacts between the consultant and the ministries for the latter to collect their opinions and considerations at a distance either by email, videoconference, Skype, or workshop in Chad.
To make effective the norms and standards thus validated, the MENPC will have to issue and disseminate an order for their implementation. These standards and standards will be presented and disseminated to provincial delegations (and departmental inspections) of national education, water, sanitation, public health, infrastructure and opening up.
Without being limiting, the consultation will be done according to the following stages:
1. Bibliographic research and documentary review;
2. Interviews conducted with key actors (managers of the technical departments of ministries, students, FENAPET, Association of Parents (APE), Association of Mothers of Students (MEAs), school principals and inspectorates;
3. Facilitation Workshop n ° 1 launching the definition of norms and standards in Chad in N`Djamena
4. Adaptation of standards and standards of access to WASH in schools (how many minimum sanitation facilities for boys, girls, teachers, how many students per water point)
5. Conceptualization of WASH construction prototypes to ensure quality, sustainability and cost according to context (Menstrual hygiene management) various vulnerabilities);
6. Updating standards and standards of facilities and activities related to hygiene in relation to locations and use of facilities (types of handwashing devices);
7. Updating standards / standards for the maintenance and repair of WASH works in schools (repairers, spare parts);
8. Production of standards / quality standards for the management of menstrual hygiene;
9. Production of the Standards and Standards document and presentation of standards and standards to members of the National Alliance for Healthy Schools;
10. Facilitation of workshop n ° 2 for validation of norms and standards and selection of prototypes for construction of structures;
11. Development of drawings and images related to a graphic designer or multimedia specialist to be provided by UNICEF;
12. Production of the final document of standards and norms;
13. Production of training modules on standards and standards;
14. Validation of training modules by the National Alliance for Healthy Schools;
15. Facilitation of workshop n ° 3 to train key players on standards and standards.

§ Qualifications
Hold a Master 2 (Bac +5) degree awarded by a university recognized by UNESCO in one of the following disciplines: Sanitary engineering, environment, public health, water, sanitation or any other related field;
b) Experiences
• Have at least 10 years of professional experience generally in the field of water, sanitation and hygiene, education and public health;
• At least 6 years of experience in the field of water, sanitation and hygiene in schools, especially programs focused on the SOFT component behavior change;
• At least 2 years of experience conducting EAHMS programs with a school menstrual hygiene component.


c) Key competences
• 2 demonstrated experiences in the production of documents related to water, sanitation and hygiene in schools (standards, standards, technical guidelines, guidelines adopted at national level). The consultation concerns the development of norms / standards at the national level and not for a project;
• 1 proven experience in the production of standards, guidelines, guidelines on menstrual hygiene management;
• 1 proven experience in the production of standards, guidelines, guidelines on the maintenance and operation of sanitary facilities;
• 1 demonstrated experience in the production of standards, guidelines, guidance on the SOFT component of hygiene in schools;
• Confirmed experience in facilitation of training workshop (WASH in schools, CLTS / RUTF);
• Have conducted at least similar work in a developing country preferably in Sub-Saharan Africa at the system level (ie support to the government, especially the Ministry of National Education);
• Good knowledge of approaches to communication for development (C4D);
• Excellent knowledge of written and spoken French (good knowledge of English is an asset);
• Good knowledge of gender approaches in school and inclusion settings;
• Flexibility and ability to make adaptations to the work plan according to local conditions and requirements;
• Perfect mastery of the Microsoft Office suite (Word, Excel and Power Point)
• Knowledge of the Chadian or Sub-Saharan context would be an asset.
