Context:

BACKGROUND AND JUSTIFICATION

The implementation of the Security Sector Reform (SSR) in Madagascar has just started with the official launch ceremony held on September 12, 2017 in Ivato. This event marked the completion of an intensive process of assessment, preparation, consultations and technical and strategic planning initiated by the Government of Madagascar to put an end to the cyclical political crises and their adverse consequences on economic and social development. .

The General Policy Letter on SSR (LPG-RSS), elaborated following extensive regional and national consultations carried out between August and October 2015 and endorsed in January 2016, identifies the vision, threats and risks for the Malagasy State and its people. for each erected pillar, namely (1) the Army (Earth-Air-Sea); (2) the National Police; (3) the National Gendarmerie; (4) Information Services; (5) Justice; (6) the Territory Administration, including Customs, forest guards and other paramilitary forces; (7) Parliament; and (8) Non-State Actors. The National Plan of the RSS (PN-RSS) 2017-2021 defines the activities and actions to be undertaken to reach the objectives fixed for the RSS in Madagascar.

Madagascar has received funding from the United Nations Peacebuilding Fund (UNPBF) in which the Support to SSR in Madagascar (ARSSAM) project is being implemented for a period of 2 years (September 2016 to December 2018). implemented jointly by UNDP, IOM, UNICEF, OHCHR, and UNFPA. This project, developed in a participatory manner with the national authorities, aims to support the SSR process in Madagascar, including the development of a national vision for security, strengthening the skills and capabilities of the Defense and Security Forces ( FDS), the consolidation of control mechanisms and the promotion of trust between the SDS and the population.

An important element for the coherence, effectiveness and consensus of SSR is the existence of a common understanding and consensus on the concept of security. A national security vision developed on the basis of a broad consensus defines national priorities and key principles guiding the provision, management and control of security services. It identifies the threats and risks of security in a country, and describes how the state and all security actors will ensure their own security and that of the population. This vision is then the basis for all strategic planning and security documents, which must follow the direction and principles established by the vision.

The process of consultation and drafting of Madagascar's security vision is underway at the level of the Permanent Secretariat for Defense and National Security; it is about developing a vision that responds to the realities of security challenges on the Malagasy territory and following the principles of the SSR vision and each pillar of the country's security. At the request of the national party and in accordance with the LPG-RSS and the PN-RSS, the ARSSAM project supports the development, consolidation and popularization of the vision and the strategic documents of the national security, by way of support activities to the Permanent Secretariat for Defense and National Security (SPDSN).

Intelligence services have a significant role in providing information and data that enable real-time monitoring and allow for appropriate decisions and actions to protect the security of the state and the population. However, in order to fulfill this function and truly contribute to the security of the state and the population, it is essential that intelligence services be subject to the principles of good governance and democratic control. These principles ensure the legitimacy and impartiality of intelligence, but also their effectiveness and efficiency, avoiding possible abuses and violations of human rights.

In support of the SPDSN, the project is recruiting an international consultant for the development of the guide document for the redesign of intelligence services in Madagascar. This document will identify the principles, objectives, risks and opportunities of the intelligence services in Madagascar and thus contribute to the development of Madagascar's security vision.

GLOBAL OBJECTIVE

Contribute to the participatory development of a vision and national security policies, oriented towards the protection of citizens and property, and facilitate their translation into inclusive and realistic strategic and operational plans.

SPECIFIC OBJECTIVES

Develop a guidance document for the redesign of intelligence services in Madagascar to inform and consolidate the development of the national security vision and strategy.

EXPECTED RESULTS

· Conduct with the national side, the inventory of intelligence services in Madagascar (internal intelligence, military intelligence and strategic intelligence) and identify gaps, inconsistencies and needs;

· Propose a restructuring of services with a view to synergy intelligence data and decompartmentalization as well as a new organization of sensors, mergers and operating centers;

· Make recommendations on modern and realistic tools to put in place as well as on the extension of the intelligence, mainly of human origin (ROHUM) today towards other types of information of origin of image (ROIM), of electromagnetic origin (ROEM), cyberspace ...;

· Make proposals in terms of improving skills (training, HR, advancement, etc.) and suggest measures of relaxation (openness) towards the populations;

· Make a draft proposal in terms of strategic intelligence (subscription to international strategic intelligence services ...).

METHODOLOGY

The start-up phase will be marked by a scoping meeting in order to have a harmonized vision on the objectives and expected results of the mission. On this occasion, the methodological approach will be discussed and refined between the consultant, the UNDP and the SPDSN.

Under the supervision of the Governance Advisor and with the support of the SSR Program Officer in UNDP, as well as under the supervision of the SPDSN, the work will be conducted by the consultant in a transparent, consultative and participatory manner and should be used to the full range of tools available to collect and analyze relevant information, and to develop the document on the basis of the information.

The process and methodology will be as follows:

1. The compilation, review and review of key documents and relevant reports (eg normative texts, studies and analyzes, reports, strategic documents, documentation on SSR and the vision of security in Madagascar, norms and standards international organizations, etc.) in order to imbibe available information;

2. Meetings and interviews with key stakeholders (including SDF representatives and relevant ministries and other actors);

3. Discussions and analyzes in working groups composed of the main stakeholders for the theme;

4. The techniques adopted will be participatory and inclusive;

5. Exploitation and analysis of the information collected for the deliverable;

6. The animation of consultation workshops, restitution and validation of the deliverable.

In addition, the consultant will work closely with SPDSN representatives, UNDP technicians and other resource persons.

The UNDP and SPDSN Governance Section technicians will provide quality control of all mission products.

DELIVERABLES

· Framework note, including the approach and the methods envisaged, the choice of interlocutors and speakers, the topics and questions to be addressed, the risks and the schedule of the mission;

· Supports and animation of consultation workshops and restitution of the deliverable in adequacy with the target groups;

· Reports of consultations and workshops;

· Handbook for the redesign of intelligence services in Madagascar.
