Since the advent of the Third Republic in December 2010, the government has implemented a series of reforms with the objective of bringing Guinea into the pack of emerging countries. The country has renewed relations with the Breton Woods institutions and strengthened its cooperation with the international community, including the adoption of a medium-term program.supported by the IMF. Significant reforms have been initiated, with investment programs under the Five-Year Development Plan 2011-2015, the Third PRSP 2013-2015 and the National Economic and Social Development Plan 2016-2020 in the implementation phase. Despite these efforts, Guinea remains a fragile state and is among the mosts least developed countries. According to the 2016 Human Development Report published by UNDP, Guinea is ranked 183rd / 188 against 187th in 2013.Certes Guinea has made significant progress in the field of access to education and health, but no MDGs were achieved by the end of 2015. This balance is largely attributable to the governance system.which has engendered numerous crises that have weakened public institutions and limited the country's capacity to mobilize the investment and know-how necessary for its economic and social transformation. With this assessment, Guinea, like Nations of the world, has aligned itself with the new 2030 Agenda for Development GoalsThe 2030 Agenda is based on a universal agenda articulated around 17 Sustainable Development Goals (SDGs) and169 targets for the 2016-2030 period. This program aims to: (i) eradicate hunger and extreme poverty, (ii) reduce inequalities within and between states, (iii) achieve equalitybetween men and women, (iv) improve the management of water and energy, and (v) act quickly against climate change. According to analysts, the achievement of these objectives would cost between3, 300 and 4, 500 billion dollars per year.
