Expression of Interest are invited for Recruitment of Firms or Cabinets for the Preparation of Planning and Urban Planning Master Plans for TôNe 1, Kozah 1, Tchaoudjo 1, Ogou 1, Kloto 1 and Zio 1.
Consulting services (“services”) include the following tasks:
Mission 1 : Development of the Master Plans for Development and Town Planning of the Tône 1, Kozah 1 and Tchaoudjo 1 communes.
Mission 2 : Development of the Master Plans for Development and Town Planning of the municipalities of Ogou 1, Kloto 1 and Zio 1.
A Consultant can tender for both missions on condition of mobilizing two different teams of experts whose level of qualification of each expert in the two teams is that required by the ToR. The two teams will work in parallel and simultaneously.
The language of submission of the expression of interest is French.
The Criteria for Establishing the Shortlist are:
The Consultant must be a Cabinet, Making a Habitual Profession in the Housing and Urban Development Sector, with Proven Experience in Urban Planning, Architecture and Design Studies of Sustainable Urban Development Projects.
The Firm must have Ten (10) Years of General Experience in the Field of Urban Planning and Governance and have to its Credit the Conduct / Performance of Three (03) Similar Missions over the past Ten Years. References are Required.
6. It is Brought to the Attention of Consultants, the Provisions of Section Iii, Paragraphs 3.14, 3.16 and 3.17 of the Procurement Regulations for Borrowers Seeking the Financing of Investment Projects (Fpi) from the World Bank of July 2016 and Revised in November 2017 (`` Procurement Regulations ''), Describing the World Bank's Policies on Conflict of Interest.
7. Consultants can Join Forces with Other Firms to Strengthen Their Respective Skills in the Form of a Solidarity Group. In the Event of a Consortium, All Members of the Consortium will be Jointly and Severally Liable for the Entire Contract, if Selected.
If the Applicant is Made up of a Group, the Expression of Interest must Include:
· a Copy of the Grouping Agreement Concluded by All of its Members,
Or
· a Letter of Intention to Constitute a Grouping, Signed by All its Members and Accompanied by a Copy of the Proposed Grouping Agreement.
In the Absence of this Document, the Other Members will be Considered as Sub-Contractors. The References and Qualifications of the Sub-Contractors are not Taken into Account in the Evaluation of the Application Files.
8. A Consultant will be Selected According to the “Quality and Cost Based Selection (Qfcs)” Method as Described in the World Bank Procurement Regulations.
