Expression of Interest are invited for Recruitment of a Firm for the Development of a Broadband Infrastructure Development Master Plan in Niger.

The Government of the Republic of Niger has received funding from the African Development Bank (AfDB) to cover the cost of the Trans-Sahara fiber optic backbone project

(DTS), Component of Niger, and intends to use a portion of the funding provided under this funding for the market for the development of a Broadband Infrastructure Master Plan.

The main objectives of the SDR-Niger project are:

? Contribute to the diversification of the Nigerian economy by promoting the emergence of a

digital economy;

? Facilitate the access of populations, administrations and businesses to high-quality, reliable and cost-effective digital services;

? Establish the basic foundation for the future development of e-government, digital financial services, e-commerce, etc.

The services provided for under this contract consist in developing a real digital development plan for the Nigerian territory in order to achieve high and very high quality accessible and high quality infrastructures for the benefit of the administration, individuals and businesses all improving the country's national and international connectivity.

In general, the firm will have to:

? Analyze the existing to inquire about the current state of broadband and very high speed networks throughout the Nigerian territory;

? Develop a vision with a master plan for broadband infrastructure development;

? Develop an action plan and a classification of the national territory according to the thresholds of profitability and the mechanisms of financing, governance, follow-up and realization appropriate.
