The Government of the Gabonese Republic has received a grant from the African Development Bank Group (AfDB) through the Africa-Korea Cooperation Trust Fund (KOAFEC) to cover the cost of further studies of the Fiber Optic Backbone Project. of Central Africa

The overall objective of the CAB project is to contribute to:

The services provided under this contract consist in developing a real plan for the digital transformation of the Gabonese administration in order to set up the application and analog bases of a communicating administration through, among other things: (i) the implementation in place of a government Internet portal, a National Digital Identity System (SNID), an interoperability, pooling and data management platform, online administrative services, a payments system digital management, the integration and migration of sectoral information systems, the implementation of an operational Open Data platform; (ii) the review of the legal and regulatory framework applicable to the regulation and protection of personal data, the right to information, etc. ;

In broad outline, the firm will have for mission to:

a) Analyze the existing in order to inquire about the current state of digitization of the Gabonese administration in comparison with international references in eGov;

b) Develop a vision with a master plan for the development of an administration

(central, deconcentrated and local) electronic;

c) Develop a clear action plan with full feasibility studies of identified priority projects;and

d) Detail the required support measures for governance, change management, communication, review of the legal, regulatory and institutional framework as well as an ecosystem conducive to digital innovation and governance.

The National Agency of Digital Infrastructures and Frequencies (ANINF) invites the consultants to submit their applications in order to provide the services described above. Interested consultants must provide information on their ability and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable assignments, availability of qualified personnel, etc.).
