The Government of the Republic received funding from the Association international deDéveloppement (IDA), and intends to use unepartie the amount of this credit to payments under the following contract: R. ecruitment a ensued Assessment Specialist "
Specifically, the project aims to (i) increase the traffic in the project area, (ii) inducing a transport cost nouvelleréduction along the corridor, ( iii) increase the capacity of the railways (in percentage), (iv) augmenterles freight volumes transported along the corridor Douala - N''''Gaoundéré train per year (tonnes ) ( v) increase the number completed vehicles daily between Maroua and Mora; ( vi) reduce transport prices ( per container between Douala and N''''Djamena and partonne / km).
The project components are :
ComposanteA : Improvement of Road Infrastructure; Component B: Improvement of Railway Infrastructure; Component C: Institutional Strengthening of the transport sector and gestion programme.Sous the direct supervision of the Head of the Cell BAD- BM and in close consultation with other experts, the services ensued evaluation specialist ( "Services") include:
Establishing a desuivi -evaluation and tools relating thereto; Working-up of desuivi / evaluation activities? Preparation of reports and other documents relating to the monitoring and evaluation.
The provision is essentially to achieve the above mentioned services over a period of twenty four (24) moisrenouvelables.

The criteria for establishing the list restreintesont : Training
University degree (bac + 4) in Economic Sciences in sciencessociales in management science, engineering or equivalent with specialization in monitoring évaluation.Expérience
To have equivalent practical atless ( 05) five years in the field of planning, suiviet evaluation; Possess at least (07 ) seven years of professional experience in the planning, lesuivi and evaluation of programs and infrastructure projects; Possess extensive experience at all levels of design, del''''exécution, analysis, management and practice dissemination systemsmonitoring and evaluation; Possess expériencedans the use of rapid and participatory methods, designing quantitative studies, sampling etd''''analyse data; Having mastery of the procedures of the Government and the World Bank''''s and suiviévaluation programs / projects; at least 5 years of proven experience in the field of:
framework approach logiqeu and other strategic deplanification approaches; etapproches of M u0026 E methods ( quantitative, qualitative and participatory ) planning and implementation of M u0026 E systems;? àlamise training in place and functioning M u0026 E; analysis of information and reporting.
The following assets will be valued / appreciated during the interviews :
Have a perfect commandof the French language (especially editorially ) and a good use of English; Have a good knowledge of computers including software detraitement data; Laconnaissance a project management software would be an advantage; Be able to work under pressure in a team and in a environnementmulticulturel.
