The UNCTED's (SYGADE) financial management and financial analysis system program is one of the main technical cooperation suppliers in the field of debt management capacity. Mandated by the United Nations General Assembly, the Sygade program offers countries a set of effective solutions to improve their ability to manage public commitments and produce reliable debt data for policies. Sygade has managed to help governments improve their public debt management capacity since the early 1980s, having so far supported 69 countries and 107 institutions, mainly low and intermediate income from the lower tranche. The program works with the debt management office of the Ministry of Finance of Togo since 1994 and recently concluded a successful project with the support of the European Union.
