The Government of the Republic of Mali has received funding from the African Development Bank Group to cover the cost of the Malaria Economy Competitiveness Support Project (MCAP), and intends to use a part of the sums granted under this grant to finance the consulting services contract for the development of methodological tools and standard documents for the award of Public Private Partnership (PPP) contracts.
The services provided under this contract will enable the PPP Unit and stakeholders to acquire the necessary technical instruments to manage PPP files, particularly with regard to accounting, financial, budgetary, legal and procurement aspects. markets, from the initial stage of project identification to the final closure of the PPP contract and its monitoring and evaluation.
The specific objective is to develop methodological tools for the benefit of the PPP Unit and other actors involved in the PPP process, in order to facilitate the development of PPP projects in Mali. It will be necessary to elaborate:
ü a methodological guide of the PPP process;
ü a project selection methodology;
ü a methodological guide to the screening assessment, including risk assessment;
ü templates of tender documents (DAO) for public payment PPPs and user payment PPPs;
ü Contract templates for public payment PPPs and user payment PPPs;
ü a reporting model of public financial commitments;
ü a methodology for the monitoring, control and evaluation of contracts, including the setting up of a database.
The total duration of the service is 12 months and its start is envisaged in November 2019.
The Malian Economy Competitiveness Support Project (PACEM) invites Consultants to apply for the services described above. Interested consultants must produce
information on their ability and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable missions, availability of qualified personnel, etc.). Consultants can partner to increase their chances of qualification.
The eligibility criteria, the establishment of the shortlist and the selection procedure will be in accordance with the
" Procurement Framework for Bank Group-financed Operations ", October 2015 edition of the African Development Bank, which is available on the Bank's website at: http: //www.afdb .org .
