Expression of Interest are invited for Recruitment of a Consulting Firm for African Leaders for Nutrition State of Nutrition Reports (Country Briefs).

1. The African Development Bank hereby invites Consulting Firms to indicate their interest in the following assignment: Development of country briefs for the African Leaders for Nutrition (ALN) initiative in preparation of its advocacy and country level engagement in Ghana, Burkina Faso, Nigeria, Tanzania, Madagascar, Rwanda, Botswana, Niger, Lesotho and Zambia. The Country Briefs will be known as State of Nutrition Reports for the countries.

2. The ALN initiative was established in November 2015 as an initiative of President Akinwumi Adesina of the African Development Bank, in partnership with His Excellency former Ghanaian President John Kufuor, former UN Secretary General Kofi Annan, the Bill and Melinda Gates Foundation, the Dangote Foundation and the Global Panel for Agriculture and Food Systems for Nutrition. The Secretariat of the ALN, which is hosted by the African Development Bank, provides strategic, planning, technical, operational, monitoring and reporting support to the initiative.

The ALN initiative is a platform for high-level political engagement to advance nutrition in Africa.

The initiative is part of eight flagship programs launched under the African Development Bank’s High 5s priorities. It is led by a group of ALN Champions, comprising current and former Heads of State, Finance Ministers and Eminent Leaders with the power to catalyze political leadership and commitment to end malnutrition in Africa. The ALN initiative focuses on broadening evidence that encourages accountability and strengthens political engagement and financial investment towards nutrition.

3. The selected consulting firm will work under the supervision of the Manager, Public Health, Security and Nutrition Division of the African Development Bank. The services to be provided under the assignment are described below.

i. Develop 11 national reports on the State of Nutrition in selected African countries;

ii. Analyze and summarize gaps, challenges and opportunities to shape and define compelling nutrition high-level messages, policy actions and recommendations for advocacy and engagement;

iii. Review existing materials and gather country level information to determine create and package nutrition messages for high-level audiences;

iv. Coordinate all activities, including all related logistics that ensure comprehensive consultations and multisectoral level contributions;

v. Fact check and finalize the development of state of nutrition reports with compelling
infographics to international publication standard;
vi. Submit print-ready document versions (with any accompanying charts in excel) of all 11
country briefs.
4. The Department of Human Capital, Youth, Skills Development of the African Development Bank
invites eligible consulting firms to indicate their interest in providing the services described above.
Interested eligible consulting firms must provide information indicating that they are qualified to
perform the services (documents, description of similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc.).
5. The eligibility criteria, the establishment of a short-list and the selection procedure shall be in
conformity with the Bank’s Procurement Policy for Recruitment of Corporate Consultants. Please
note that interest expressed by a Firm does not imply any obligation on the part of the Bank to include
it in the shortlist.
6. The assignment will be for a period of 160 working days. The estimated starting date will be 1 August
2019.
