1- OVERVIEW

As part of its work, the AfDB statistical department has set up a system for collecting data via the Internet from Excel templates

This system is currently used for independent data collection projects:

- Statistical Yearbook for Africa

- The Infrastructure Knowledge Program in Africa (AIKP)

- The Long Term Finance Project (LTF)

In all these projects involving partner institutions (CEA, African Union, FSDA, GIZ, MWFA, etc.), Ba Banque is responsible for collecting data that will feed the various processing, analysis and statistical publications as per example, the Statistical Yearbook for Africa and the Economic Outlook for Africa.

The implemented system is growing both in terms of the number of users involved (more than 200), in terms of new features to implement or in terms of collection system concerned to implement or improve (The Long Term Finance project being the last to join the platform).

In the context of the African Economic Outlook (AEP), the Department uses a model to forecast short and medium term (3 years) macroeconomic data for regional member countries. This model will be improved for long-term projections.

2. OBJECTIVES OF THE CONSULTATION

The purpose of the consultation varies according to the collection system

For the ASYB system, it is a question of putting into production the post-collection system for the validation of the data by the three partner institutions while accompanying the team on the IT level during the phase of generation of the statistical publications after the workshop of confirmation

For the AIKP system, it is to support the new IT team during the collection workshops, to develop the requested improvements and to provide Reporting functions.

For the finance system, the latest on the platform, it is to enter the production phase after a redesign of input templates. This step is necessary to be able to open the system to external users (the system is only used at the ADB level).

It will be a question of installing these functionalities on the client computers and to train the staffs of the 3 partner institutions (ADB, CEA and AU) in the validation phase where each one with the responsibility of a group of countries and a group indicators.

- Participate in the Collection Workshop (usually held in March), and assist country participants.

- Respond to the needs for changes expressed (new indicators, update of growth rate calculation rules, new presentations of statistical publications and assist the team throughout the generation phase of statistical publications (generally April).

4. EXPECTED RESULTS

The consultant will produce a new version of the data collection and archiving management application that meets the latest needs expressed and adapted to the following frameworks:

- ASYB

-Long Term Finance

- Infrastructure Knowledge Program in Africa (AIKP).

It will also produce a user manual, aimed at empowering the experts who will use this tool. The manual will include opportunities for collection and management development, other indicators and other time periods.

It will provide the PEA model with the requested improvement.

The consultant will produce an administration application for the entire system. He will provide a manual specific to the administration of the entire system.

The consultant will finally train the future users of this system.

5.- CONSULTANT QUALIFICATIONS

The consultant should have the following skills for setting up this system:
