Tenders are invited for Recruitment of a consultant to support the Project Management of Donsin Airport in updating the master plan of OuagadougouDonsin international airport.

Urban Mobility and Road Safety hereby invites
expression of interest, consultants interested in presenting their proposal in a closed envelope and a
candidate will be selected in accordance with the provisions of article 65 of decree No. 2017-
0049/PRES/PM/MINEFID of February 1, 2017 relating to procedures for award, execution and
settlement of public contracts and public service delegations.
6. Applications will be evaluated based on the following criteria:
- the field of activities of the candidate: being a Firm specialized in aeronautics with at least ten (10)
years of experience in areas of the development of master plans or development plans for complex
projects, and particularly airport construction and development projects;
- the number of years of experience;
- the candidate's references concerning the execution of similar contracts: having carried out at least
two (02) similar services in matter of developing a master plan or development plan
complex projects of similar importance during the ten (10)
recent years (2013-2022) (must attach copies of
cover and signature pages of contracts as well as certificates
service completed or completed or validation reports).
7. A list of candidates which cannot be greater than six (06),
best presenting the skills required to perform the services will be established by the contracting
authority; these preselected candidates will then be invited to present their technical proposals
and financial based on the Request for Proposals File
(DP) which will be given to them for the performance of the required services; a candidate will be
selected according to the selection method on the basis of the technical quality.
8. Expressions of interest are composed as follows:
- the letter of expression of interest;
- the list of requested personnel;
- similar references from the last ten (10) years (2013-2022)
(must attach copies of the cover and signature pages
contracts as well as certificates of good performance or validation reports).
Candidates are asked to provide this information in no more than fifteen (15) pages. Therefore they
will not have to attach to the file that the references having a link with the development mission
master plans or development plans for complex projects of similar importance. Furthermore, they
can join forces to strengthen their respective skills.
NB: The number of years of experience of the firms will serve as a basis for criterion for deciding
between consultants having the same number of similar references.
8. Tenders written in French must be submitted in four (04) copies including one (01) original and
three (03) copies under closed envelope with the mention “Expression of interest relating to the
recruitment of a consultant to support the Airport Project Managementof Donsin in the update of
the master plan of the Ouagadougou-Donsin international airport” secretariat of the Directorate of
Public Procurement of the Ministry of Transport, Urban Mobility and of Road Safety
(DMP/MTMUSR) located on the 2nd floor of the 3rd building of the Administrative Hotel located on
the west side of the town hall of Baskuy, Tel: (+226) 25 49 77 10, at the following times: 7:30 a.m. UT
at 12:30 p.m. and from 1 p.m. to 4:00 p.m. UT, no later than February 22024 at 09:00 UT.
9. The opening of the folds will be done immediately in the presence of the
bidders who wish to attend. If sent by post
or other method of mail, the Director of Public Procurement cannot
be responsible for non-receipt of the offer transmitted by the consultant.
10. The terms of reference can be consulted or removed free of charge.
11. The Administration reserves the right to take no action on any or part of this notice soliciting
expressions of interest.
