Tender Details

Tenders are invited for Recruitment of a Consultant for the Supervision of Construction Works of the Distribution Project.

1. The Millennium Challenge Corporation ("MCC") and the Government of Benin ("Government") have signed a Compact Millennium Challenge Account ("Compact") for assistance of approximately US $ 375, 000, 000 ("MCC Funding") ) intended to contribute to the reduction of poverty through economic growth in Benin. The Government, acting through the Millennium Challenge Account - Benin II (MCA-Benin II) ("MCA Entity"), proposes to use part of the MCC Funding to pay the authorized payments under the relevant contract. this Request for Proposals ("RFP"). Any payment under the intended contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and disbursement conditions of the MCC Funding. No party other than the Government and the MCA Entity may avail themselves of the Compact or claim the proceeds of MCC funding. The Compact and its associated documents are available on the MCC website (www.mcc.gov) and on the website of the MCA entity.
2. Benin's energy program includes four (4) projects namely: (i) "Policy Reforms and Institutional Strengthening" Project; (ii) Project "Electricity Production"; (iii) Project "Distribution of Electricity"; and (iv) "Access to Off-Grid Electricity" project. The objective of the program is to increase the productivity and output of the enterprise, to generate more economic opportunities for households and to improve the capacity to provide public and social services by improving the quantity and quality of food. supply of electricity.

3. This Request for Proposals is in accordance with General Procurement Notice No. 4 which was published on dgMarket on April 12, 2019, in the UN Development Business ("UNDB") online database on April 16, 2019., on the website of the Entity MCA www.mcabenin2.bj on April 15, 2019 and in the local press "La Nation" and "Le Matinal" on April 18 and 25, 2019.

4. MCA-Benin II invites the Consultants, legally constituted and qualified to submit their proposals as part of the Recruitment of a Consultant for the supervision of the construction works of the Distribution Project.

5. A detailed description of the services is provided in the Request for Proposal (Section V: Terms of Reference).

6. This Request for Proposals is open to all eligible Consultants wishing to participate. Subject to the restrictions contained in the Request for Proposals, Bidders may form a consortium to optimize their ability to execute the contract successfully.

7. The services and the contract to be awarded are for a duration of thirty-two (32) months.

8. A Consultant will be selected under the QBS Method, Quality and Cost Based Selection Method, the evaluation procedure, the steps of which are described in the sections of the Request for Proposals in accordance with the "Procurement Guidelines". of the MCC Program "available on the MCC website (www.mcc.gov/ppg).
