1. This notice of expression of interest follows the general procurement notice published on November 13, 2019 in UNDB under reference n ° AfDB1584-11 / 19, the website of the African Development Bank, in the daily newspaper "The Sun" of December 09, 2019

2. The Government of the Republic of Senegal has obtained a loan from the African Development Fund (ADF) to co-finance the Institutional Support Project for Resource Mobilization and Investment Attractiveness (PAIMRAI). It is planned that part of the sums granted under this loan will be used to make payments for services for the " Recruitment of a consultant specialized in the trades of Mines ”. 3. 4.The mission of the consultant consists in ensuring the full participation of the key actors of the mining sector in the process of structuring the project, by exploiting its network and its expertise in their fields of activities; organize the consultation process with the actors of the Mines value chain to ensure their mobilization throughout the project structuring process; Participate in the evaluation of offers within the framework of procurement throughout the project structuring process, especially for the firm that will conduct feasibility studies; Participate in the assessment of the needs of stakeholders in terms of training, logistics, services and support measures in line with the directions of the mining Hub project;Lab (mapping of needs and pre-feasibility study of the mining hub project) conducted as part of the PAIMRAI project; Within the framework of the Lab, ensure alongside the BOS the role of facilitator of working groups set up and carry out weekly reporting on the results obtained; Identify the key players and participate in the various awareness-raising activities ( roadshows ) for the mobilization of the private sector working in the various mining

5. Profile sought (qualification criteria and experience)
❖ Education, experience and technical skills required :
▪ Have a Mining, Geology or related engineering diploma;
▪ Having an additional diploma in economics, project management or finance (MBA type) would
be an asset;
▪ Have a practical experience of at least ten (10) years in the field of Mines and Geology, in
particular in the structuring and implementation of mining projects;
❖ Know-how required:
▪ Have practical experience in the field of multidisciplinary and multicultural working group
animation;
▪ Have a very good knowledge of the markets for mining products at national, regional and
international level, an established network and great communication capacities with the
actors of the mining sector;
▪ Have proven experience in developing work plans and budgeting activities for the
implementation of a project;
▪ Have excellent analytical, editorial and communication skills;
▪ Have an excellent command of the IT tool, in particular Word, Excel and Power Point
software;
▪ Be bilingual French / English;
