Expression of Interest are invited for Recruitment of a Consultant in the Procurement Process for the Agro-Industrial Pole Project in the Belier Region.

1. The Government of the Republic of Côte d'Ivoire has received financial support from the African Development Bank Group (AfDB) for the financing of the Agro-Industrial Cluster Project in the Aries region (2PAI-BELIER) .


It intends, as such, to use part of the sums awarded to finance the contract of a procurement consultant to provide technical assistance to the Project Coordination Team (PEC) of Agro-Industrial Pole in the Region of Aries and Yamoussoukro Autonomous District.

Under the authority and supervision of the Project Coordinator, the main role of the Procurement Consultant is to provide technical support to the PCE for all procurement activities, with the aim of ensuring Good procurement and management of contract performance in accordance with the provisions agreed in the project financing agreements.

2. Specifically, the consultant's mission will be to:

• Contribute to the development and update of Procurement Plans (PPM)

• Plan and coordinate the procurement schedule for Project Consulting Services

• Accelerate project contracting processes for project services

• Follow the procedures and methods set out in the procurement plan and monitor the execution of the contracts for which he is responsible.

• Develop or ensure the preparation of documents and execute or ensure the execution of activities that contribute to the award of contracts

• Ensure the quality and compliance of tender evaluation reports (current and future) and ensure that they are forwarded to the funder and receive their no objection notice

• Contribute to developing the mechanisms, procedures and practices necessary for the integrity of
the procurement system including the filing system;
3. The Consultant carries out all the services he is responsible for over a period of (12) months
from 1 July 2019 to 30 June 2020.
4. Qualification and experience required of the consultant : The Consultant in
Procurement must hold a diploma of higher education (BAC + 5) in Engineering, Public
Administration, Management, Law, Economics or any equivalent degree. It will need
additional training in procurement and a specialization in procurement of services would
be an asset. He must have at least ten years' professional experience (10) in the field of
procurement of projects or programs financed by donors. He shall be at least five (5) years
as a Procurement Specialist during the ten
recent years for projects or programs with more or less complex contracts and / or high value
applying the Rules and Procedures of the ADB or the World Bank. Knowledge of a national
procurement system of a UEMOA country would be an asset. In addition, the Consultant must
have perfect command of French and good writing and communication skills as well as
proficiency in computer tools and the Windows environment (Word, Excel, Power Point). Its
integrity and ethics must be flawless and verifiable by reference, with the ability to work under
pressure.
5. The project coordination team invites procurement specialists to apply for the services
described above. Interested procurement specialists must produce information on their
experience and skills demonstrating that they are qualified for the service (documentation, CVs,
diplomas, reference for similar services, experience in comparable missions).
6. The evaluation criteria and the corresponding rating scale are:
(i) General qualification (Diplomas and general experiences) 30
(ii) Specific experiences relating to the services to be performed 40
(iii) Experiences on projects funded by multilateral institutions 20
(iv) Knowledge of the procurement system of a WAEMU member country 10
The minimum score required to be eligible is 75 points out of 100.
