Tenders are invited for Recruitment of a Consultant for the Needs Assessment of Information Systems including Interconnection of Systems.
1. The Government of the Republic of Chad has obtained funding from the International Development Association (IDA) to finance the activities of the Internal Resources Mobilization and Management Project (ProMoGRI). A portion of these financial resources will be used for the payment of an individual consultant service contract to

support the Ministry of Finance and Budget in assessing information system requirements, including system interconnection. General Directorate of Tax Services

(DGSI) and Directorate General of Customs and Indirect Rights Services (DGSDDI).
2. Placed at the Permanent Technical Secretariat of the Public Finance Management Modernization Action Plan (STP-PAMFIP), ProMoGRI Management Unit, the services of the

consultant consist in assisting the project management for the definition of the needs in information system including interconnection of systems. It will be a question of defining needs and solutions to implement, with a view to better integration in existing information systems to rationalize and optimize the material and financial resources and finally to improve the efficiency and profitability of projects. internal resource mobilization structures in Chad. 3. Consultant's mission : The consultant's mission is to:

• Make an inventory of the ISBD and DGSDDI IT environment. Collect the needs of the services, analyze the processes and evaluate the opportunity;

• Reconcile with the work done by the PAGIF as part of the computerization of the General Directorate of Treasury Services and Public Accounting (DGSTCP) to have a fit in the deployment of systems;

• Formalize and define the functional solutions to be implemented, present the evolutions and extensions of the information system to the sponsor;

• Propose a repository to prepare the evolution and adaptation of this IT environment to the new requirements;

• Develop recommendations (and where applicable, project continuation scenarios);

• Define the interconnection modalities of the systems and elaborate the specifications, the functional and technical specifications of the applications;

• Evaluate the necessary human and material resources and the development of a user training plan for these systems;

• Evaluate the financial costs of implementing the systems;

• Assist the PAMFIP STP to develop the bidding documents (DAO) related to this service;

• Design an accompanying plan for the implementation of information systems.
4. The Permanent Technical Secretariat of PAMFIP (STP-PAMFIP), as a management unit of ProMoGRI, invites interested consultants (individual consultants) to express their interest in providing the services listed above. To do this, interested consultants must provide information indicating that they are qualified to perform the services described above. Interested consultants must have the following qualifications: i. Have an academic level Bac + 5, have a post-graduate experience of at least 10 years and enjoy a solid higher education (or engineer type) in the field of computer and / or new technologies of information and communication (NICT); ii. Have sufficient experience to implement a contract of this scope and have conducted similar interventions (development of IT master plans, feasibility studies of IT projects, development and conduct of national IT projects, etc.) during the last 5 years; iii. Have completed at least three (3) recent assignments over the past five years in the Audit of Public Financial Management Information Systems.
5. An (individual) consultant will be selected in accordance with the provisions of the procedures defined in the Guidelines: "Selection and Use of Consultants by

World Bank Borrowers of July 2014, Revised July 2016".
