BACKGROUND and JUSTIFICATION

Chad is one of the countries where indicators of access to drinking water, hygiene and sanitation services remain very low despite the significant efforts made by all stakeholders. According to the UNICEF Joint Program and the WHO for monitoring WASH indicators (JMP) of 2017, 57% of the total population do not have access to drinking water, 90% do not have access to clean water. basic sanitation and 68% practice open defecation (DAL). These rates hide huge disparities between rural and urban areas and also between different quintiles.

According to the same JMP program only 24% of the population have access to services to wash their hands with soap and water.

To address this worrying situation, the Government of Chad has defined, in its strategic vision "Vision 2030, the Chad we want" and the National Development Plan (PND 2017-2021), drinking water and sanitation as priority areas. To materialize its commitment to this strategic vision, the government has adopted a roadmap for a Chad without open defecation by 2030 and tackle the problem of open defecation. This Roadmap based on the Community Approach to Total Sanitation (CATS) is intended as a methodological approach and an estimate of needs to end open defecation in Chad by 2030.

The current management of industry data is not at the level of major investment efforts and sectoral objectives. The collection, organization, analysis and updating of sector data are not automated or formalized. There is no coordination platform for monitoring indicators that can be a reference for all stakeholders in the sector.

The drinking water sub-sector has a database housed at the water resources management level of the Ministry of Environment, Water and Fisheries unlike sanitation or any other system. collection, storage, analysis and dissemination of data is not implemented in the country.

To address these challenges, UNICEF is working with the Ministry of Environment, Water and Fisheries (MEEP) to strengthen planning and monitoring of the sanitation sector. Access to an information management system incorporating a database that needs to be updated on a regular basis is a priority for improving programming and monitoring indicators of the Sustainable Development Goals.

The results of this consultation work will be an opportunity for Chad (the Government and its partners) to have a database for sanitation in rural and semi-urban areas.

This consultation is justified by UNICEF`s commitment to support the Government in its development agenda in line with the 2017-2021 Country Development Plan (CDP) and the United Nations Development Assistance Framework (UNDAF) and the implementation of the roadmap for a Chad without open defecation by 2030

The overall objective of this consultation is to put in place a sanitation sector information and data management system to monitor progress on access and planning.

The specific objectives are to:
- Define a follow-up mechanism of the national roadmap for a Chad without open defecation,
- Set up a sanitation data management system in rural and semi-urban areas
EXPECTED RESULTS
The expected results are:
1- A sustainable data collection, data capture and management mechanism including the necessary institutional arrangements is defined and put in place. This mechanism must integrate the information management and feedback loop process from the local to the national level a geographical representation of the data;
2- A specific mechanism for monitoring the Roadmap is defined
3- A database under Access, Excel and / or Free / open source accessible is set up and used by the actors;
4- A training module is developed and the responsible persons (administrators) of the database are trained and able to easily manage the database.

CANDIDATE PROFILE (Qualifications & Required Experience)

The services will be carried out by a consultant at the P3 level according to the United Nations grid, which must have the following qualifications and experience:
ü Baccalaureate at least 5 in the field of statistics, computer science, hydraulics, sanitary engineering ;
ü Have at least 5 years of proven professional experience in the field of monitoring and evaluation of water and / or sanitation; on the design of databases.
ü Have experiences in the design and implementation of a monitoring and data collection system and / or in the management of hydraulic or sanitation databases.
ü Have excellent oral and written French skills; knowledge of Arabic will be a plus;
ü Good knowledge of the regional context, especially the Sahel zone;
