Expression of Interest are invited for Recruitment of a Consultant (Firm) for the Training of 450 Young People in Project Management

Lot 1: Training of 45 Assistants or Collaborators of Procurement Specialist Expected results
At the end of the training, participants will be able to:
 Design a procurement plan as one of the elements of the project activity planning system;
 Have the basic knowledge essential to the exercise of the public procurement function;
 Identify the challenges related to procurement, its importance in the success of projects, its economic impact and its place in the organization of a service or unit of a project;
 Know the rules of public procurement according to the directives of the World Bank;
 Launch a call for tenders, a supplier consultation, a request for proposals and choose contractors, suppliers and consultants;
 Produce and analyze monitoring reports on the procurement process as required by the World Bank.

Lot 2: Training of 50 Assistants or Collaborators of Specialist in Financial Management, Accountant and Disbursement and internal auditor Expected results
At the end of this training session, the assistants or collaborators of specialists in financial and accounting management are equipped to:
 Be able to assume the role of accountant or assistant accountant in projects funded by the technical and financial partners (notably IDA, ADB, AFD, etc.)
 Understand the complex problems encountered in project accounting management;
 Use the knowledge acquired to better manage the accounting information needs in projects;
 Use the mechanisms allowing them to take into account in their accounting, the fluctuations of the currencies prices;
 Set up a simplified accounting system to effectively monitor the accounting operations of their project;
 Have knowledge of the project control environment;
 Prepare an unaudited interim financial report;
 Become familiar with the use of accounting management software for existing projects in Guinea;
 Respond effectively to the constraints of donors in terms of accounting and financial
information.  Participate in monitoring the management of World Bank supervision missions and those of external and internal audit missions
 To be able to understand the rules of disbursements and the management of
designated account, the replenishment of designated accounts and the concepts of
DRF and DPD etc…
Lot 3: Training of 20 Assistants or Collaborators of Specialist / Responsible in
Monitoring & Evaluation
Expected results
At the end of this training session, the assistants or collaborators of the monitoring and
evaluation specialists are equipped to:
 Be able to assume the role of collaborators of M&E specialists in projects;
 Set up a project monitoring and evaluation system;
 Develop and monitor the implementation of a global monitoring and evaluation plan
and monitor the indicators of the Project logical framework;
 Contribute to the implementation of the project in the field of activities relating to the
monitoring of performance, achievements and results of the beneficiaries;
 Contribute to the feedback of information with the monitoring and evaluation
managers of the various project stakeholders;
 Participate in the development of annual work plans and budgets (PBTA) of the
project;
 Support the drafting of the monthly, quarterly and annual report on the progress of the
programmed activities;
 Assist stakeholders in the evaluation and critical analysis of project results to make
recommendations and induce the implementation of corrective and priority actions;
 Participate in the drafting of monthly reports on the progress of scheduled activities.

Lot 4: Training of 20 Environmental Protection Specialist Assistants or Collaborators
(Environmental Specialist)
Expected results
At the end of this training session, the assistants or collaborators of environmental safeguard
specialists are equipped to:
 Contribute to the appropriation and dissemination of environmental and social
safeguard instruments, in particular the CGES, the PGP, and other specific studies
(EIES, CIES, environmental and social audits, etc.) by project teams, parties
stakeholders and beneficiaries as well as the key players in the project implementation
chain (technical structures, town halls, populations, works companies, control
missions, etc.);
 Ensure that national and international legal provisions as well as the World Bank`s
operational policies in terms of environmental and social safeguard are taken into
account in the conduct of Project activities;
 Lead or participate in environmental and social selection or screening of sub-projects;
 Contribute to the development of terms of reference (TOR) for the conduct of specific
environmental and social assessments for sub-projects categorized "B" or "A";
 Conduct or participate in the process of selecting service providers who must carry
out environmental and social studies and intervene in the implementation or control /
monitoring of safeguarding measures during the works;
 Participate in validating the Environmental and Social Impact Assessment (ESIA) and
Environmental and Social Impact Assessment (CIES), Environmental and Social
Strategic Assessment (EESS) reports or other environmental and social studies carried
out as part of the Project;
 Participate in the preparation of environmental and social clauses and ensure their
integration in the Tender Documents (DAO) as well as in the contracts / contracts of
the company in charge of the works and the Control Mission;
 Ensure the effective implementation of the ESMP, PAE, PPSPS, PPGED and
information and awareness-raising and consultation sessions for the populations by
businesses;
 Ensure that each actor in the chain of implementation of environmental and social
safeguard aspects properly fulfills its missions in accordance with the institutional
arrangements contained in the CGES.
 Participate in quarterly environmental and social reviews;
 Contribute to popularize the complaints management mechanism of the Project
including that contained in the CPR and disseminate it to other project partners
including the public;
 Design and ensure the management (updating, dissemination and management of
information, etc.) of the project`s environmental and social monitoring database;
 Contribute to the preparation of quarterly and annual monitoring reports (including
detailed ones, if applicable) on the environmental and social aspects of the execution
of the Project;
 Participate in the implementation of the recommendations (relating to environmental
safeguarding aspects) of the aide-memoires of the missions to support the
implementation of the projects, carried out by the World Bank;
 Contribute to any other activity relating to the environmental aspects of the Projects.

Lot 5: Training of 15 Assistants or Collaborators of Social and Gender Specialist (Social
and Gender Safeguarding)
Expected results
At the end of this training session, the assistants or collaborators of specialists in social /
gender safeguards are equipped to:
 Work in close collaboration with the other persons in charge of the components for
the integration of gender aspects and Social Safeguard Measures in the Annual Work
Program and Budget (PTBA);
 Assist the Head of formalization of the consideration of gender aspects in all project
activities in his area of intervention;
 Contribute to the definition of gender disaggregated data for monitoring indicators;
 Participate in the identification of disadvantaged and marginalized groups (women,
young people, returnees etc.), and formulates specific support to provide in the areas
of intervention of the project;
 Assist the Specialist in monitoring the implementation of planned activities related to
Gender, Land aspects and the application of social safeguard measures;
 Help coordinate and manage complaints within the framework of the project
 Implement strategies to facilitate the integration of women in all consultative bodies;
 Plan and co-supervise Gender Component activities;
 Establishes and supervises OPDL conventions for local planning;
 Supervise support activities for committees in charge of water resources and land;
 Monitor gender mainstreaming in all project activities;
 Contribute to supporting the access of women and disadvantaged groups to land;
 Ensure that land aspects are properly taken into account in terms of the investments
made by the project;
 Contribute to the drafting of activity and periodic execution reports (quarterly, halfyearly, annual);
 Participate in the preparation of ToR projects for activities requiring social selection
assessments which may lead to PARs and support the recruitment of qualified
consultants and design offices to conduct these studies;
 Collaborate with the project`s environmental specialist in the preparation,
implementation and monitoring of Environmental and Social Management Plans
(ESMPs) and Resettlement Action Plans (PARs), according to the directives of the
World Bank, such as addressed in the Environmental and Social Management
Framework and the World Bank Resettlement Policy Framework.
 Ensure that the provisions of social protection policies are taken into account in the
conduct of project activities;
 Help oversee the design and implementation of the complaints and recourse
management mechanism
 Assist the Specialist in the supervision and monitoring of the implementation process
of resettlement activities for affected populations, in particular, population censuses,
compensation measures, complaint management, etc…;
 Inform, raise awareness and help the beneficiary structures of the Project to take
better account of social issues in the activities of the Project;
