Tenders are invited for Recruitment of a Consultant for the Development and Validation of a Three-Year Communication Plan.

1. The Government of the Republic of Mali has received funding from the Kingdom of the Netherlands and proposes to make payments under the contract for the recruitment of a consultant for the development and validation of a plan for triennial communication (
Interested Consultants must provide information demonstrating that he / she has the required qualifications and skills to carry out the said service, justified by the following proofs:
- the service certificate is issued on the basis of a similar service;
- the certificate of good execution issued on the basis of a similar service;
- copies of the cover and signature pages of similar markets.
The criteria for shortlisting are:
- Experience of the consultant relevant to the assignment,
- Compliance of the work plan and the proposed method with the Terms of Reference,
- Qualifications and competencies of the key personnel for the mission.
2. Purpose of the Consultant`s mission:
- to make an inventory of the resources available for information and communication at the stakeholder level;
- to identify and analyze the flow of information between the Ministry for the Promotion of Women, Children and the Family / National Program for the Abandonment of Gender-Based Violence (formerly PNLE) and on the other hand, its partners and beneficiaries;
- to identify the information and communication needs of the Ministry for the Promotion of Women, Children and Family / National Program for the Abandonment of Gender Based Violence (formerly PNLE) and its partners in relation to assignments that are assigned;
- develop, on the basis of the above, the three-year strategic communication and resource mobilization strategic plan for the implementation of the National Strategy on Gender-Based Violence.
3. Duration of Mission:
The Mission will extend over a period of sixty (60) days from the date of notification.
4. Financing of the mission:
Funding is provided by the Kingdom of the Netherlands.
5. The consultant will be selected according to the "Selection Based on Quality and Cost (SFQC)" method as described in the Procurement Code of Mali.
6. Written expressions of interest must be filed with the Directorate of Finance and Materials of the Ministry for the Promotion of Women, Children and the Family, Tel: 20 01 40 00, no later than 26 September
