RECRUITMENT OF A CONSULTANT TO CONDUCT A STUDY ON THE

COMPETITIVENESS OF THE MINING SECTOR

1.The Gabonese Government has received funding from the African Development Bank to cover the cost of the Gabonese Economic Diversification Support Project (PADEG), and intends to use part of the funds. granted under this Loan to finance the contract for the provision of

" CONSULTANT TO CARRY OUT A STUDY ON THE COMPETITIVENESS OF THE MINING SECTOR ".

2. The implementation of this objective requires:

• Diagnosis of institutions and instruments in charge of regulating the mining sector;

• Establishment of the list of transport infrastructures;

• Examination of the consistency of the infrastructure development strategy with respect to the development of the mining sector;

• The development of proposals for improving Competitiveness.

3. The Project Implementation Unit invites all firms interested in the services described above to provide relevant information indicating their technical capacity to perform said services (brochures, certificates of services rendered, references concerning the performance of similar contracts., experience in similar conditions etc.)

The qualification criteria for the shortlist are:

- The Consultant must justify a proven experience of at least five (5) years in carrying out sectoral competitiveness diagnostics in the extractive sector;

- The Consultant must Justify at least three diagnostic experiments carried out in similar countries or in countries with a significant mining sector, preferably at least one mission in French-speaking Africa;

- The Consultant must have skills in written and oral expression in French and English.

4. The eligibility criteria, the establishment of the shortlist and the selection procedure will be in accordance with the

Development (October 2015 Edition through the SBQC Quality and Cost Based Selection Method) available on the Bank`s website at : http://www.afdb.org ”.
