1. Purpose

The purpose of this Notice of Call for Expression of Interest by the Minister of Finance is to pre-select the consultants to participate in a Restricted Call for Tenders for the recruitment of a firm of experts to carry out a tender. day of the institutional framework and the tools of the contractualization between the State and the companies and public institutions, with a view to a better articulation between the setting of the objectives and the mobilized means, a reinforced follow-up and a more tangible implementation.

3. Mission of the firm

The mission of the consultant will consist in:

- Establishing a summary report of the State-EEPs contractualization (diagnosis);

4. Candidature file

Applicants interested in this Call for Expressions of Interest must provide the following documents in two (02) volumes:

A- Volume 1 (Administrative documents)

Ø a duly signed letter of expression of interest, dated and stamped at the rate in effect by the candidate - specifying the address;
Ø proof of the legal existence of the firm and the solidarity commitment form (in case of grouping);
Ø a copy of the valid license, certified by the issuing service, or equivalent for foreigners;
Ø the original of the certificate of non-payment issued by the relevant tax office, or equivalent for foreigners;
Ø the original of the certificate of non-bankruptcy issued by the competent authority of the consultant's domicile dating from three (03) months from the date of submission of tenders;
Ø for Cameroonian bidders, the original of the certificate of non-exclusion of public contracts issued by the Director General of the ARMP or by a person in charge;

B - Volume 2 (technical file)

i) list of the anticipated staff

The candidate must have or undertake to hire before the start of the services, the necessary technical personnel necessary, namely:

- a head of mission, senior expert in corporate governance and public institutions, graduate Bac +5, in public finance, Economics or Management of Organizations, with proven experience of 8 years minimum in the field of organizational consulting, public management and, in drawing up performance contracts between the State and public enterprises and institutions.

In addition, the expert must have completed at least 3 similar organizational diagnostic missions in a public setting. He should have knowledge of the OHADA business framework, governance of PIEs in other countries, including middle and emerging-income countries and the PFM framework.

- the copy of the extract of the contract including the pages of the description, the estimated details and signature of the contract. These documents must be clear and legible;
- the photocopy of the acceptance report or the certificate of performance issued by the Client or his services or the certificate of hand-raising of the performance bond.

5. Duration of the mission

The mission will be completed within three (03) months.

6. Submission of applications

Applications in English or French will be submitted in eight (08) copies including one (01) original and seven (07) copies marked as such in the Department of Markets, Building A of the Ministry of Finance. no later than 1 November 2018 at 12 noon sharp. 7. Study of the files and publication of the results
The recorded files will be examined by an ad hoc commission set up by the Minister of Finance.


8. Evaluation of the bids
The evaluation criteria of the files will concern:

i) Elimination criteria

• absence or non-conformity of an administrative document;
• falsified documents in the application file;
• technical score lower than 70 points / 100.

ii) Essential criteria

• general consultant experience: 10 points;
• specific consultant experience: 30 points;
• understanding the general terms of the assignment: 15 points;
• key staff experience: 40 points;
• physical presentation of the offer: 05 points.

NB: Only consulting firms that have scored at least seventy (70) out of one hundred (100) at the end of the evaluation will be selected to participate in the Restricted Tender (AOR).
