Tenders are invited for Recruitment of a Consultant (Cabinet) for Updating the Waca-Mauritania Pmu Procedures Manuals

General objective:

Since the start of its activities (December 2018), Waca-Mauritania (WAC MR) has, as part of the pooling of resources, operated jointly with the former Sustainable Payasage Management Project (PGDP) the accounting management software ( Tompro) and adapted to its activities certain management tools of the said project (manuals of administrative, accounting, financial and procurement management procedures)

These tools have enabled the WACA MR Project Management Unit, until recently, to carry out all transactions under acceptable conditions of transparency. However, due to changes in national regulations, particularly in terms of procurement, as well as new directives from the lessor, certain provisions of these tools had become obsolete. It is for these reasons that the WACA-Mauritania Project Management Unit (PMU WACA MR) is considering recruiting a consultant (firm) to update these manuals of procedures, in particular the one relating to the procedures of procurement. It is for the PMU WACA MR to continue its management effort and consolidate the results achieved.

2.2 Specific objective:

The purpose of this expertise is thus to analyze and update all the administrative, financial and accounting management repositories, as well as that relating to the procurement procedures of the WACA MR Project, and the administrative procedures manual.

The consultant will:

an overall review of the current arrangements, with a view to making the necessary adjustments in accordance with the regulations in force, the requirements and prescribed procedures as well as the good practices and standards required for projects financed by the World Bank;
An assessment of effectiveness and efficiency;
The training of staff and the various actors involved in the implementation of the project, in mastering the manual.
To carry out this mission, a firm with the following profile is required:

The consultant (firm) in charge of the work must be a firm with at least ten (10) years of experience in the field of the development of administrative, financial, accounting and procurement procedures manuals. He must have carried out at least three (03) missions, attested, of relevant development or revision of administrative, financial, accounting and procurement procedures manuals
