BACKGROUND Togo ratified the United Nations Framework Convention on Climate Change (UNFCCC) in 1995 and the Kyoto Protocol in 2004. Through the ratification of these two international instruments, Togo undertook to prepare and submit periodically to UNFCCC, national communications and biennial reports updated in accordance withdecisions 17 / CP.8 and 2 / CP.17 adoptedby the conferences of the parties. For this, as a Party not included in Annex I, Togo must specify, through the assessment of the vulnerability of the human settlements and health sector, the state, the impacts, the level of exposure, vulnerability and adaptation of this sector to the harmful effects and impacts ofclimate change in Togo. It is in this perspective that the country respectively developed the Initial National Communication (CNI) in 2001, the second national communication (DCN) in 2010, the third national communication (TCNCC), in 2015, and the first biennial report updated in 2017. The self-assessment of the third national communication revealed weaknesses in vulnerability studies. These weaknesses are inherent in the difficulty of accessing information, the reliability of the data, the integration of impacts, the socio-economic evaluation of these impacts, the appropriate formulation of adaptation measures and the inappropriate non-combination of scenarios., socio-economic and environmentalto, to assess the vulnerability and adaptation of the main priority socio-economic development areas. The preparation of the 4CN & 2RBA will, through component 4 which is focused on the assessment of vulnerability and adaptation to climate change in the main socio-economic sectors of development, analysisto address the vulnerability and adaptation of the energy sector to the harmful effects and impacts of climate change, the subject of these ToRs.
