Expression of Interest are invited for Recruitment of a Civil Engineer (Project Staff).

2. The Civil Engineer, with full knowledge and collaboration of the Consultant
Municipal Engineer, will be required to:
a) Review and approve design, bill of quantities, technical specifications and cost estimates
before it is provided to the PFMU for the development of the bidding documents for the
projects outlined in the current Procurement Plan
b) Support the PFMU in review of bidding documents prior to onward submission it is sent
to the World Bank for no-objection;
c) On behalf of the PMU, provide support to the PFMU in responding to the World Bank
technical comments and bidder-s/consultants- technical clarifications on the bidding
documents /Request for Proposals;
d) Assisting in detailed monitoring and evaluation and reporting on progress in meeting subproject indicators;
e) Carrying-out weekly reviews of the preparation activities, assessing progress, bottlenecks,
and means to ensure progress remains on track;
f) With Support from the M&E Specialist, conduct meetings with the contractors/consultants
and provide periodic construction site visits to report to the Project Manager, in terms of
progress status, problems and remedial actions;
g) Assisting Local Councils in the monitoring and oversight of the Community Facilitation,
Planning and Engineering Design consultants (referred to as Design Consultants) to be
engaged to prepare the “Upgrading of Selected Neighborhood Communities and Markets”
component of the RUSLP;
h) Reviewing the planning, designs and works concepts proposed and advise and assist the
Local Council staff and Design Consultants accordingly;
i) Reviewing technical engineering reports for each sub component that will be prepared by
Design Consultants;
j) Provide support to the PMU in resolving any technical issues resulting from the
construction activities. Review contract variation change orders if required
k) Shall ensure that the design for the Neighborhoods and Markets upgrades and SWM
facilities conform to the physical attributes of the selected site and the forecasted users and
waste quantities;
l) With support from the Solid Waste Management Resident Technical Advisor, oversee and
supervise the SWM facilities/landfill construction works and ensure that all the
specifications are observed;
m) Focus on quality assurance of the Design Consultants and ensure their active
communication with the selected communities;
n) Supervise the actual construction/upgrade of the markets, neighborhoods, landfill facilities
and the waste transfer stations; and
o) Checking detailed designs, cost estimates, bidding documents, and other contract
documentation prepared by the Design consultants and ensure their appropriateness.
3. The PFMU now invites eligible consultant to indicate their interest in providing the
above mentioned package of service. Interested consultant must meet the following
minimum academic and related experience requirements:
 A Masters Degree with 8 years experience together with a minimum of 6 years- experience
in the management and implementation of civil engineering projects or
 a Bachelors Degree with 12 years experience in a Civil Engineering, Project Management,
Construction Management or a related subject, together with a minimum of 6 years-
experience in the management and implementation of civil engineering projects;
 Experience with the management of donor/public sector projects;
 A member of the Sierra Leone Institute of Engineers;
 Fluency in English, with strong writing skills (in English);
 Ability to work with senior government officials and representatives of international
agencies;
 Good interpersonal skills.
