Despite the progress of the Security Sector Reform through flagship actions such as the opening of the police academy, the start of common basic and professional training, the integration of the police doctrine of proximity in certain localities, the creation and the progressive operationalization of the CLSPDs, the National Police and the ProtecCivil society in general and the road police in particular still have a poor image because of the unprofessional behavior of some agents, the weakness of its proximity to the population, the lack of speed and efficiency in the responses to citizens` problems., the persistence of snowshoes, the lack of clarity in the recoveries ofthe revenues of the police services. However, it is the first security force that is most in touch with the public as part of the regulation of road traffic, the establishment of official travel documents, the application of sanctions against unscrupulous users ... It is to be seen also at the level of the population, some mountede incivism in the behavior of some users resulting in insults against traffic police officers, refusal to obey the orders of agents, detention and use of false documents ... And all these acts are liable to fines that could generate funds to bail out the state coffers.In terms of traffic circulationfirst, the challenges are enormous; beyond snowshoes that tarnish the image of the police, it should be noted that the state loses a lot of funds because of the corruption and indecency of some traffic police officers, hence the need not only train these agents of the traffic police but also and above all to set up a mechanism allowingDirect funds raised directly to the public treasury. The commune of Kaloum is the heart of the central administration, all the ministerial departments are concentrated, this promotes a large populationmovement towards this area.
