Expression of Interest are invited for Recruitment of a Cabinet in charge of the realization of the legal study for the setting up of a Framework of Concertation.
The "Support for the Forest Wood Sector" project was accepted for funding under the debt conversion agreement (DDA) signed between France and Gabon on January 29, 2008 for the conservation of forest ecosystems.
It is the subject of the AFA CGA 1171 02 A fund allocation agreement signed on August 4, 2016. This grant, in the amount of 10, 000, 000 Euros, is intended to finance the Project, the purpose of which is to contribute to the restructuring of the forest-wood sector in a national, regional and global context.
For its implementation, the Ministry of Forestry and Environment has delegated the Project Management to the Agency for the Execution of Activities in the Forest Wood Sector (AEAFFB).
Part of the project funds will finance the recruitment of a Cabinet in charge of carrying out the legal study for the implementation of the Framework for Consultation which aims to be an element of operational response to the challenges facing the Gabonese forest / timber sector . This framework aims to become a space for dialogue and steering activities supporting the competitiveness of the sector. It will bring together the various actors in the sector from both the public and private sectors.
The missions of the consultant aim to define the legal form of the consultation framework and its operating procedures.
The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the AFD website www. .afd.fr .
Interested consultants must produce information demonstrating that they are qualified and experienced to perform the present services. As such, they will justify that they have recent and similar service references and will submit, in a succinct manner, the approach they intend to take to complete their intervention.
The Cabinet must be present in Gabon or must have a local partner.
If the consultant is a consortium, the expression of interest must include:
- A copy of the grouping agreement concluded by all of its members.
OR
- A letter of intent to constitute a grouping in the event that its proposal is accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.
The similar nature of the experiments will be analyzed according to:
- the size of the markets;
- the nature of the Services (legal study);
- domain and technical expertise:
- domain of the Forest and Wood;
- proven knowledge of the regulatory framework governing the forest-timber sector in Gabon;
- knowledge of the Gabonese private sector;
- the geographical context: Gabon, Sub-Saharan Africa.
The Forest-Wood Support Project invites consultants to express their interest in providing the Services described above.
