Tenders are invited for UNICEF Guinea Recruit: National Consultant - WASH Work Check Engineer.

1. Context

As part of the cooperation program signed with the Guinean government for the period 2018-2022, UNICEF is carrying out construction work on WASH infrastructures. This work is in line with the priorities of the State and aims to improve water and sanitation services in communities, schools and health facilities. For the year 2018, several construction works will be launched in collaboration with the institutions in charge of WASH. This work concerns the construction or rehabilitation of new boreholes, AEP systems and latrine blocks and will be carried out by qualified private companies selected through tendering procedures.

UNICEF is seeking the expertise of an on-site engineer to ensure the technical control of the works. The consultant will work in close collaboration with the technical services of the State in charge of the works (SNAPE, DNACV, SNIES, DIEM).

1. Justification:

This consultation aims to strengthen the monitoring and quality control of WASH work conducted by UNICEF. The site engineer will help the WASH section to guarantee the quality of infrastructure and compliance with construction standards in force in Guinea.

1. Goal and Objectives

Monitor field work to ensure the technical contract for the quality of WASH infrastructure to be built by UNICEF.

The specific objectives are:

§ Follow-up of the construction schedule with the companies.

Conduct technical receptions of work performed for payment:

1. Methodology :

Under the direct supervision of the WASH Program Manager, the Consultant will provide professional technical assistance for the technical contract for the quality of the work performed by the contractors.

He / she will work with the WASH team of UNICEF Guinea and will carry out at least 20 days of regular field mission for site monitoring and technical supervision of work in progress. It will contribute to the centralization of data on all work sites to be consolidated for better visibility in the management of contacts.

§ Have a solid experience in the design and techniques used for the construction and rehabilitation of boreholes, solar PVAs and latrine blocks. A technician who has expertise in solar energy.
