Tenders are invited for UNICEF Guinea Recruit: National Consultant - WASH Work Check Engineer.

1. Context

As part of the cooperation program signed with the Guinean government for the period 2018-2022, UNICEF is carrying out construction work on WASH infrastructures. This work is in line with the priorities of the State and aims to improve water and sanitation services in communities, schools and health facilities. For the year 2018, several construction works will be launched in collaboration with the institutions in charge of WASH. This work concerns the construction or rehabilitation of new boreholes, AEP systems and latrine blocks and will be carried out by qualified private companies selected through tendering procedures.

UNICEF is seeking the expertise of an on-site engineer to ensure the technical control of the works. The consultant will work in close collaboration with the technical services of the State in charge of the works (SNAPE, DNACV, SNIES, DIEM).

1. Justification:

This consultation aims to strengthen the monitoring and quality control of WASH work conducted by UNICEF. The site engineer will help the WASH section to guarantee the quality of infrastructure and compliance with construction standards in force in Guinea.

1. Goal and Objectives

Monitor field work to ensure the technical contract for the quality of WASH infrastructure to be built by UNICEF.

The specific objectives are:

§ Follow-up of the construction schedule with the companies.

§ Controls the technical quality of the work in accordance with the contractual clauses

Conduct technical receptions of work performed for payment:

1. Methodology :

Under the direct supervision of the WASH Program Manager, the Consultant will provide professional technical assistance for the technical contract for the quality of the work performed by the contractors.

He / she will work with the WASH team of UNICEF Guinea and will carry out at least 20 days of regular field mission for site monitoring and technical supervision of work in progress. It will contribute to the centralization of data on all work sites to be consolidated for better visibility in the management of contacts.

The consultant will also work with the instructions of the State in charge of the work (SNAPE, SNIES, DIEM) for the respect of the standards of construction in Guinea and the temporary receptions of the work carried out with the financial support of the UNICEF .

At the end of each month, he / she will provide a monthly report of the activities carried out for approval by the UNICEF WASH Program Officer. § Control of the installation works of the means of exhounds in the drilling (PMH);

§ Interpretation of physicochemical analyzes of water;

Technical and temporary receptions of boreholes;

Technical quality control of solar AEP works in health posts in Mamou region (World Bank Project).

The services of the Controlling Engineer will have to involve the supervision and follow-up of:

§ Validation of the execution plans established by the contractor and the installation of water towers, standpipes and all infrastructure and equipment to be built;

§ Receipt of on-site supply before installation (IPN, tank, pipeline, photovoltaic modules, electromechanical pumps and assessors)

§ Control of civil works (water towers, piping systems, standpipes, pumping stations, );

§ Control of the execution of civil works, electromechanical and electrical equipment (photovoltaic) as well as all related works;

§ Follow-up of the realization of the recycling plans;

§ Technical and temporary receptions of the works.

§ Follow-up and control of building deferisers

§ Interpretation of physico-chemical analyzes of water;

Technical and temporary receptions of boreholes;

Quality control of the construction of school latrine blocks in 7 primary schools of 4 municipalities in the Kankan and NZerekore regions (EU project)

§ Supervision of the civil works in support of the engineer of the municipality

Consulting support to the employee of the municipality on the monitoring of the quality of works.

Drafting of monthly reports and the final consultation report

For monthly reports

§ Detailed description of any technical changes with their justifications and an exhaustive presentation of the final project;

§ Update on the technical execution of works, including site meetings,

§ Qualifications and Knowledge:

§ Being from Guinean Nationality

§ Be a Civil Engineer or Hydrologist with at least three (03) years of varied experience and have directed or participate in one or more similar projects in Guinea (construction and rehabilitation of boreholes, AEP Solar, latrine blocks).

§ Have a solid experience in the design and techniques used for the construction and rehabilitation of boreholes, solar PVAs and latrine blocks. A technician who has expertise in solar energy.

Have a solid experience in the technical quality control of the works, in the management of construction and hydraulic works in Guinea
