OBJECTIVES OF THE ASSESSMENT MISSION
In a context of economic vulnerability increased by the effects of climate change (longer lean season, floods, droughts) and by the impact of external crises (internal and external population movements, Covid-19, drop in oil revenues, war in Ukraine etc.) the general objective of the evaluation is to propose a geographical repositioning to the FIU. To do this, the mission will be organized around two axes.
The first will relate to the identification of three new provinces of intervention via the analysis of the coverage of humanitarian needs by local actors with regard to the key sectors supported by the CRF. The second will consist of carrying out a needs assessment in the three provinces identified by the evaluator consultant. This assessment will collect primary and secondary data that will serve as a basis for developing the organization's strategic positioning in the chosen area. This second part of the evaluation will enable the CRF to have a consistent analysis of vulnerabilities, of the responses to be provided within the framework of the response of the Red Cross movement.
The various fields of analysis which must, among other things, be covered by the assessment are as follows (non-exhaustive list):

· Identification of the most affected populations and areas
· Assessment and prioritization of needs (covered & uncovered) in each sector

CONSULTANT PROFILE
· Experience of at least 3 years in consultancy in the Sahelian zone
· Experience in producing needs analysis report
· Knowledge of the Sahelian context
· Knowledge and proven professional experience in the humanitarian field
· Ability to work in remote and difficult areas
SUBMITTING A PROPOSAL
· The CV(s) of the proposed expert including the references of previous missions he has carried out in connection with this request
· a technical and financial proposal of 10 pages maximum including an understanding of the terms of reference, a description of the intervention strategy and methodology, and a detailed timetable of the planned activities
