Expression of Interest are invited for Qualitative Study on Barriers to Inclusion in Civil Registration and Identification Systems.

Description: The objective of this assignment is to conduct a qualitative research study to understand the experiences, attitudes, and behavior of key vulnerable and marginalized groups in accessing and using national identity cards and birth certificates. In particular, the study will seek to understand the barriers to obtaining identity documents and using them to access government services. The study will target all people with a focus on marginalized and vulnerable groups across Cameroon, such as internally displaced persons, persons with disabilities, underserved or conflict-affected regions, ethnic, cultural, and linguistic minorities, among others.

The research sample must be representative of all geographic regions of the country. The methodology should also consider all the different situations of the selected target groups in Cameroon. The research should use ID4D's end-user research guide and use a combination of qualitative research methods, such as focus groups (FGDs), key informant interviews (KIIs) (with NGOs, CSOs, development partners, governments, experts, community leaders, etc.), one-on-one interviews, user journey maps, surveys, etc., as required.
