Request for proposals are invited for Qualitative Baseline Assessments In Sokoto State.

1. OVERVIEW
USAID’s Integrated Health Program (IHP) would like to invite eligible Research Firms to submit Proposals with respect to the technical, managerial and other aspects of the qualitative baseline assessment described below. IHP is considering engaging a Nigeria-registered Research Firm to conduct and manage data collection, analysis and reporting for Qualitative Baseline Assessments in Bauchi, Kebbi and Sokoto States. This will involve managing the fieldwork component of the assessment, ensuring the availability and functionality of required human and material resources necessary to implement the data collection, conduct preliminary data analysis and produce a report.

The proposed qualitative assessment, part of a broader effort to establish baseline estimates of the coverage of key interventions and the institutional readiness of health facilities to provide high-impact services and the capacity of the health authorities for planning, capacity building and institutional strengthening in the three IHP-supported States, will assess perceptions of healthcare providers and facility clients regarding coverage of key intervention for RMNCAH+NM, capacity of the health system, and overall service quality through Focus Group Discussions (FGD) and In-depth Interviews (IDI).

This RFP is open to Nigeria-registered Research Firms who may or may not be resident in any of the IHP states but who are technically capable of providing the required services and willing and able to conduct and manage qualitative data collection, analysis and reporting in Bauchi, Kebbi and Sokoto States. This will be a contract that pays for pre-defined milestones and deliverables.

The goal of IHP is to contribute to state-level reductions in child and maternal morbidity and mortality and to increase the capacity of health systems (public and private) to sustainably support quality primary health care services. IHP is providing technical assistance to Bauchi, Kebbi and Sokoto States Ministries of Health (SMOH) and Agencies to apply state-of-the-art evidence and learning from Nigeria and beyond, to deliver a fit-for-purpose capacity building approach to optimize health worker skills and confidence to deliver high-impact integrated RMNCH+NM services in the States, while collaborating with others like Breakthrough Action-Nigeria (BA-N) and Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) to increase demand for PHC services and improve access to essential commodities respectively.

Instructions for submitting the Proposal:
(1) Submit a cover letter indicating interest in applying for a Contract to provide the required services in one or more States, specifying which State(s).
(2) Submit a proposal, detailing the management approach, technical approach, detailed work / implementation plan, key / non-key personnel among others.
(3) Submit a detailed budget.
(4) Provide evidence of eligibility
