Request for proposals are invited for Purchase, installation, and training on cold storage equipment for Habo Fish and Cannery Factory in Puntland.
This RFQ has been issued by International Resources Group (IRG) a wholly-owned subsidiary of Research Triangle Institute (RTI), with its principal place of business at 3040 East Cornwallis Road, Research Triangle Park, NC 27709-2194. Any references in this RFQ to RTI is intentional and shall be deemed to mean both RTI and IRG and that Bidders / Sellers understand this and agree that they will comply.

Description of Activity/Service:

Background

One of the main challenges facing the seafood industry is a lack of suitable cold chain equipment

and skilled technicians who can install, operate and maintain the equipment. GEEL would like to

provide these services to Habo Fish and Cannery Factory (Habo) as they have demonstrated

commitment through the procurement of equipment, the development of a good business plan,

securing an operational cash flow and providing a commitment to employ 180 seafood workers

in an isolated region of Puntland. In addition, Habo will develop new local and international

markets and implement fisheries management as part of their new business model (monitoring

catch per unit effort over time) and provide an outlet for approximately 2000fishers.

Description of activity

Supplier shall:

1. Assist GEEL in determining what is required at the designated Habo location

2. Purchase two (2) X 15 MT / day capacity -40C blast freezers and associated fittings

3. Install the two blast freezers

4. Connect generator power to run the Blast-Freezer

5. Estimate cost and time required for the equipment, transport and installation (this will

form part of the selection criteria)

6. Assess existing capacity of cold chain management staff of factory in terms of skills and

management.

7. Advise on appropriate training needs to develop their skills

8. Advise on missing cold chain equipment necessary for improving quality of fish products

9. Provide information regarding weakness and strength as far as cold chain equipment,

management and skills of staff are concerned.

10. Recommend appropriate measures to be taken to improve cold chain management

11. Recommend measures and actions to ensure the sustainability and proper usage of

equipment, especially if GEEL decides to further invest in the operation

12. Ensure Habo staff use professional refrigeration and electrical tools properly

Please see below attached the list of equipment to be purchased delivered and installed at the Habo

site in Puntland. Supplier shall provide a detailed list and photos of equipment it shall propose,

based on the below specifications:

1 Blast-Freezer Specification

3. Thickness : 150 mm

4. Cladding : 0.5 mm pre-painted GI sheets with nylon protective film. (with

ribs)

5. Fire Rating : Class A (Best Category) as per ASTM E-84 (2008)

6. Construction : Panels to be produced by continuous line and to be slip joint.

7. The panels are made with tongue and groove joints at the sides and the cold room can

be removed and relocated very easily at a later stage if required

Cladding Foam injected polyurethane panels covered with Pre-painted coated white

colour steel.

3 Door Specification

100 mm thick 02 Number Manual Sliding door size 2000 x 2000 mm (Dan Door –

Danmark or equivalent) complete with fittings and accessories and have same finish as

that of the wall and ceiling, complete with rubber gaskets, door heater and safety release

4 P.V.C Curtain

PVC Polar Strip curtains with Aluminum flat bar shall be installed in front of each door,

covering the full span of the door, in order to reduce infiltration.

5 Lights

Sufficient quantity of water proof Poly carbonate choke fluorescent lights IP65 will be

supplied & fixed.

6 Pressure Relief Valve

At least the following equivalent standard of equipment should be supplied:

Supply and install 1nos Kason (USA) pressure relief valves for each Cold-room and Vent

shall be heated to prevent moisture and frost accumulation. The valve should be installed

on high level, complete with anodized grill (Body heater of 240V)

7 Refrigeration units for two Blast-Freezer each one 5 ton per batch

At least the following equivalent standard of equipment should be supplied:

Blast-Freezer will be supplied and installed 4 UNITS model S6F 30.2 HP BITZER Semi

Hermatic two stage condensing for Blast-Freezer unit (Germany) with evaporator Ceiling

mounted ECO (Italy) together with accessories European make will be installed according

to professional standards.

Refrigeration piping will be carried out with suitable size of copper pipes (as the

technical specification) between condensing unit and evaporator with arm flex

pipe insulation for suction lines. The refrigeration system should be provided with

Expansion Valve, Solenoid valve, sight glass, Filter drier, Vibration eliminator, Heat

Exchanger, HP / LP control, Copper piping &insulation for the suction line, copper

p-trap, Accumulator. Make: Danfoss/Packles/Equivalent

9 Control Panel

At least the following equivalent standard of equipment should be supplied:

The Electrical control panel should be equipped with digital EWPC 974 or dexell
