Tenders are invited for Eoi - Public Private Partnership Reform Support.

Scope: Provide public-private partnership reform support; the overall objective is to support the preparation of the governments PPP program through: i) diagnostic of the PPP Framework and implementation support; ii) capacity building of key government stakeholders, and; iii) PPP project screening and pre-feasibility analysis of up to four first-mover projects. The project screening has been completed and potential PPP projects have been identified. Technical analysis: i) Review the scope of the proposed project and available documentation and prepare high level (i) technical solution for the development of the project, and (ii) cost estimates (capital, operations and maintenance). Ideally, cost estimates should be based on benchmarks for projects of this nature in the region. Where necessary, undertake assessment of existing assets. In addition to confirming or estimating the level of capital investment required to implement the project, estimate long-term operational costs. Review the need for associated services or infrastructure to ensure connectivity and optimized use of the asset; ii) Review demand for the services to be provided, including an assessment of historic, current and estimated future demand and associated revenue projections; iii) Conduct a high-level scoping of environmental and social risks associated with the project in line with WBG standards. Legal and institutional assessment: Within this broader engagement, the objective of this assignment is for the Consultant firm to support the WBG in advising the GoA to undertake high-level assessment of four selected projects as PPP transaction. The projects to be assessed are in the following sectors: i) hydropower, ii) maritime transportation iii) agriculture & irrigation, and iv) industrial growth poles.
