We are looking for Public Private Partnership Consultant to help us engage stakeholders in the constituency of Kwaluseni to develop an engagement plan for community based and workplace HIV prevention and treatment services.

Background & Objectives
Matsapha Municipality (Matsapha Town Council- MTC), in collaboration with Coca- Cola, the Embassy of the United States of America and PSI, have a unique public-private partnership to provide HIV and SRH services in Kwaluseni. The objective of the PPP is to provide quality health prevention and treatment services to the population of Kwaluseni. PSI, as the implementing partner, seeks to engage the services of a qualified consultant to develop an engagement strategy for businesses in the Kwaluseni Constituency and to consider the long term strategies and sustainability of the partnership and services. Kwaluseni is a municipality (inkhundla) and Matsapha is the main town within Kwaluseni. It is estimated that there are 720 operational businesses, which involve small and medium enterprises (SMME's) and large industries.
Duties and Deliverables
The consultant will assess the current PPP model and provide recommendations to improve the program with a view to increased service provision and greater sustainability. The consultant will investigate greater inclusion of other medium and large companies in Kwaluseni and consider the benefits of the PPP model to the partners as well as the community the partnership aims to serve. The consultant will:
1. Conduct an assessment of the current PPP by interviewing stakeholders and partners.
2. Conduct a scoping exercise to understand the potential for inclusion of additional PPPs:
3. Work with PSI and Matsapha Town Council to identify and analyze potential Public Private Partners
4. Support the PPP to design a survey and analyze results to determine characteristics of the businesses community in Matsapha
5. Conduct in depth interviews with local businesses
6. Share results and recommendations from the above assessment activities with the partnership in order to collaboratively develop a 5-year stakeholder engagement plan with a one year operational plan
Deliverable
1. PPP / Kwaluseni assessment report
2. 5-year engagement plan for Matsapha Town Council/ with 1 year operational plan
3. Final consultant report

Duration: The scope of work will be executed in 60 days.
What are we looking for?
The consultant must preferably be in possession of the following:
· Demonstrated experience providing technical assistance to public health and/or HIV program with expertise in Public/ Private Partnerships
· Demonstrated experience in business development.
· Post-graduate level education in public health or MBA
· Experience developing successful, replicable and sustainable projects.
· Excellent interpersonal, writing, and oral presentation skills.
· Strong change management, results oriented and decision-making skills.
· Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
