Public opinion survey “national survey of libya – electoral participation” libya.

The United Nations Development Programme (UNDP) Country Office in Libya is providing technical support to the Libyan High National Electoral Commission (HNEC) via the Libya Elections Assistance Project (LEAP).
The HNEC is responsible for the conduct of key elections in Libya. Through this request for proposals, UNDP Libya would like to obtain bids from qualified bidders for the delivery of a public opinion survey in Libya. The main objective of the survey is to measure and assess:
The Libyan perceptions regarding the national electoral processes that have taken place so far,

The perception of citizens regarding the HNEC, and

The citizens’ attitudes towards future electoral exercises.

The results will support the HNEC to formulate an effective public outreach strategy for the current interim period and beyond.
The organization, company or contractor will act as the contractor for this survey and be responsible for the development of the questionare, data entry, deployment and training of field staff, and outcome. As to the geographical location, the survey will be carried out in 13 constituencies, as explained in details below. The sampling approach should consider all districts based on the population.
