Prequalifications are invited for Provision of Workover Rig Services - Block NC200.
Operator Zallaf Libya Exploration & Production Oil & Gas Company, hereinafter referred to as (“Zallaf”), intends to issue a Call for Tender for the provision of the services of one 700 - 800 HP workover rig to test and complete existing temporary abandoned exploration-appraisal existing wells, and future development wells, whose locations are mentioned below.
Location: Onshore NC200 block located in Libyan Murzuq Basin, about 800 km southwest of Tripoli.
1-Project Main Objectives
Zallaf, Operator of NC200 block in Murzuq basin is scouting and pre-qualifying Libyan and international market to support its continuing Drilling & Workover Program for 2018–2019. Zallaf is seeking a fast moving 700–800 HP workover rig.
Rig component specifications will be described in the detailed Invitation to Tender. Completion programs would target exploration, appraisal and development oil wells. At present, the anticipated operations start date is Q1 2019. Initial contract duration would be related to testing and completion of 6 wells or one year term, whichever is first. Optional activity related or yearly extensions will depend on Contractor performance and Zallaf Management Committee and NOC approvals.
All Drilling & Workover Contractors dully registered in Libya are invited to participate in this prequalification process by submitting photographs and specifications of their available workover rigs, their current locations for Zallaf inspection, and the additional information requested hereinafter no later than fifteen days (15) from the date of this publication. Upon approval of Zallaf governance bodies, it is planned to issue an Invitation to Tender in August 2018.

Ÿ26” hole – 20” conductor pipe to +/- 150 ft
Ÿ17 ½” hole – 13 3/8” casing to +/- 2, 000 ft
Ÿ12 ¼” hole – 9 5/8” casing to +/- 6, 000 ft
Ÿ8 ½” hole – 7” liner +/- 5, 700 to +/- 8, 000 ft
Ÿ500 ft of 3 ½” tubing EUE kill string run in hole prior to rig release

6-Prequalification Requirements
OperatorZallaf invites all interested local and international Drilling & Workover Contractors dully registered in Libya, in addition to the information requested above, to submit the complete prequalification document package, for registration and evaluation, as described here below.
6.1- Contractor profile with full details of similar Contracts performed with reference list of Clients giving names and addresses, as well as performed work description, location, start and completion dates, and value of Contracts.
6.2- Contractor financial and legal information, services scope, and organization chart
ŸAudited Finical Statement for the last (3) three years
ŸCopy of valid Contractor Commercial Registration in Libya
· Copy of valid Contractor Business License
· Copy of valid Contractor Registration at the Libyan Chamber of Commerce
· Copy of valid Contractor Tax Certificate

6.3- Demonstrate Health, Safety, Security and Environment (HSSE) commitment

6.4-Contractors interested in this prequalification request must satisfy the requirements stated above and submit the required information.
7- The Prequalification Request is not an Invitation to Tender
7.1- Only eligible Contractors that meet the prequalification criteria, which shall be determined by Zallaf sole discretion, will be included in the bidders list.
7.2- This prequalification request implies neither commitment nor obligation, implied orotherwise, forZallafto issue a tender or enter into a contract.
7.3- Zallafwill not be held responsible for any cost incurred for preparation and submission presented in response to this prequalification request.
7.4-Zallafhas the right, at its entire discretion and judgment, to exclude any file that does not abide by above stipulated requirements.
7.5- Interested Contractors shall submit their response including the details and references stated above, preferably via the online application https://zallaf.com/tenders/or, by e-mail or, alternatively, in writing not later than 15 (fifteen) days from the date of this publication. 8.1- This Prequalification Request is not an Invitation to Tender.
8.2-The ITT will only be issued to Contractors that have been prequalified.
8.3-Zallafwill exclusively do business with the actual Contractors performing the requested drilling rig services and not through interposed agents whatsoever.
